Abstract

In the wake of 21st century, Low-tech industry is still the footstone of China economic development. Low-tech industry has become the pillar industry of national economy over the past 30 years of rapid growth, while labor-intensive products with low technology content and value-added will be the focus of low-tech sector. Confronted with increasingly intensive technology competition and excessive production capacity of manufacture industry worldwide, more and more enterprises realize it is urgent to find new development way. This text analyzes the development condition, opportunities and challenges of China low-tech sector based on Dongguan textile & garment industry. A basic qualitative and quantitative approach to the competitiveness of low tech industry is sketched out by production capacity and efficiency, innovation, human resource and market environment. The significance of low-tech industry for processes of economic development is stressed. In the conclusion I suggest that it is necessary to set up technology innovation mechnism to serve for SMEs and complete the basic work of business management. It is urgent for the government to formulate the relative law and policy to eliminate the system obstacles of industry cluster and encourage low-tech firms “go abroad” to implement internationalization strategy. This is a realistic way of promoting the healthy development of China low-tech industry to cope with the internal disturbance and foreign aggression under the financial crises.
