Abstract

With the changes in the structure of the population and the impact of the birth policy, the trend of population aging in our country is becoming more and more obvious. The continuous increase in the ratio of old age dependency has become an important issue that must be addressed in the coming period. The establishment and improvement of a social system of elderly care services is an inherent requirement for completing the building of a moderately prosperous society in all respects and promoting the building of a harmonious socialist society with Chinese characteristics. It is of important practical significance for promoting urban and rural economic development, optimizing the layout of the industrial structure, and realizing the sustainable development of an aging society. This report first demonstrates the urgency and importance of accelerating the establishment of a system of elderly care services. Then it analyzes the specific practices of the five special economic zones, Shenzhen, Zhuhai, Shantou, Xiamen, and Hainan in the reform and innovation of the system of elderly care services in recent years, and summarizes the experience of the special economic zones in improving the top-level design of the system of elderly care services, encouraging multiple entities to participate in elderly care services, promoting the integration of medical care and elderly care, and experience in smart elderly care. In the end, this report forecasts the construction and development of the future system of elderly care services, proposes the establishment of a comprehensive supervisory system, and explores suggestions for mutual assistance for elderly care patterns, and so on.
