Abstract

This chapter presents a discussion on development of government policies on solar energy. In the initial stages of the development of solar energy, the government plays a very important role. Much of the necessary research and development must be done either in government laboratories or funded through government research and development programs. The government also has a significant role to play in the fostering of technology transfer from the research laboratory into industry and the encouragement of the development of solar industries through direct grants, tax incentives, and consumer tax incentives. In Canada, the government has taken only a token position and really has not embarked upon the development of solar energy in any serious way. Energy policy must be extended at least until the year 2000 with definite goals set for the proportion of energy consumption to come from the various sectors including solar and renewable energy resources, policies and programs to see that these goals are met, and finally a goal for total energy consumption for the year 2000.
