Abstract

This study analyzed issues, which were perceived as regulations by visitors to beaches, according to the Act on Management and Use of Beaches in South Korea from various aspects and proposed improvement measures. Interdisciplinary and comparative analyses were conducted as well as in-depth interviews with a group of experts. Based on the results, the following conclusions were derived. First, visitors to beaches perceived issues regarding management and operation of beaches (e.g., an excessive range of water leisure zones established, conflicts over unfairness related to designation of assignees for management and operation of beaches, and an excessive level of authority empowered to assignees) as regulations. Second, they also perceived issues on safety and environment management (e.g., prohibited or limited use of beaches for safety) as regulations.
