REFRAMING COMMUNITY EMPOWERMENT: A CRITICAL READING OF PLACE-BASED APPROACH TO PRODAMAS IN KEDIRI, INDONESIA
This study aims to critique the community empowerment program (Prodamas) in Kediri City, Indonesia. Using Carol Bacchi’s What’s the Problem Represented to Be? (WPR) analytical framework, this study explores how the problem of community empowerment is represented in policy documents, as well as how these representations are produced, disseminated, and maintained. This study employs an interpretive qualitative method, utilizing data sources that include local government regulations, case study reports, and the results of semi-structured interviews with residents. The results shows that Prodamas portrays the community as a passive entity that requires motivation to participate, while structural dimensions such as social inequality, local power relations, and limited citizen capacity are not addressed in the policy. This representation produces discursive and institutional effects that strengthen bureaucratic dominance, reduce the meaning of empowerment to procedural activities, and limit citizen agency. This article makes a theoretical contribution by offering a critical analysis of community empowerment programs in the context of developing countries. This article also encourages a shift in the empowerment approach from mere administrative participation to the formation of a more equitable and reflective political space for citizens at the local level.

This study aims to look at the governance of the implementation of the Community Development and Empowerment Program from the point of view of Creating Shared Value. This qualitative research involves PT Nusa Halmahera Mineral and the community around the mine. Data collection techniques, namely observation, interviews, and document review. The results showed that PT NHM's Community Empowerment Program had 8 programs, and only 5 were realized. After being analyzed, PT NHM's Community Development and Empowerment Program (PPM) has carried out the practice of Creating Shared Value in three stages: redefining products and markets, redefining productivity in the value chain and developing local clusters. These programs have positively impacted the lives of the people in the 5 districts surrounding the mine.

This study aims to determine Community Empowerment Through the PKK Program in Ilangata Village, Anggrek District, North Gorontalo Regency. This research consists of three focuses, namely the budget, socialization, and participation. The research method used is descriptive qualitative. The results of the study concluded that the budget funds owned by the PKK group were not optimal. This can be seen from the minimum budget for the PKK Program which does not reach 10 percent. Socialization of community empowerment by the PKK group has not been optimal. This can be seen from the lack of socialization activities carried out by the PKK in order to invite the community to participate in empowerment activities. The participation of the ilangata community in the community empowerment program implemented by the PKK is still very low. This can be seen from the minimal number of people, especially women who participate in community empowerment activities or programs. It is suggested that more active efforts are needed to succeed in community empowerment through the PKK program in Ilangata Village, Anggrek District, Gorontalo Regency by optimizing budget management, increasing socialization activities and fostering a caring attitude for the community to actively participate in community empowerment programs.

The existence of corporate social responsibility [CSR] is a requirement included in the State-Owned Enterprises [SOEsBUMN]. The presence of this CSR contributes to creating social investment. Community development and empowerment programs conducted by PT. PN V as a state is an example. The state-owned company doing the Partnership Program and Community Development [CSR] that there are obstacles in the form of complaints in its implementation. This study aims to [1] to analyze and explain the Partnership for community empowerment evaluation conducted by PT. PN V as a communicator. [2]. Analyze and explain the response of the people who benefited Partnership program in an effort to empower as communicant. This study uses manajemn approach and communication as a theoretical framework. The method used is descriptive qualitative. Data were collected through interviews supported the data documentation. The data collected was analyzed qualitatively. The study concluded that [i]. Evaluation partnership program as a form of communication management process should be implemented in an integrated manner. The final results will not be obtained if the company empowers people or communicators just berlandasakan policy alone, and do not attract sympathetic communicant. [ii] In the meantime, the public response as a communicant of the evaluation found that the complaint indicates that the community empowerment program is not identical to that put forward the principle of participatory evaluation stages. So that the evaluation for the communicant regarded as something difficult, is not mutually beneficial. In this context the communicant success or failure is also part of a program.

This research is concerned to analyze the possible economic impacts caused by infrastructure development. This research focuses on a community empowerment program called Prodamas, from the City of Kediri, East Java. Research methods using descriptive quantitative analysis. The analysis of this study is to observe the allocation of Prodamas funds through how much the remaining funds per RT are returned to the City Government of Kediri. The results of his research are an increase in absorption of production allocation funds from year to year which can indicate an increase in infrastructure, social and economic development. It can be concluded that there is an increase in the community empowerment program (Prodamas) which occurred in the City of Kediri. It also reflected the large impact caused by the economic development of the community with the existence of Prodamas.

This study aims to examine and analyze the effect of community participation, transparency and accountability in managing funds for community empowerment programs in the city of Kediri. Management of Community Empowerment Program funds through Village Deliberations to determine priorities, planning, implementation, supervision, administration, reporting, accountability from the Neighborhood Association to the Kelurahan, from the Kelurahan to the Regional Government. The scope of the Kediri City Community Empowerment Program is in the economic field. Health, Social, Education, Infrastructure and Youth. This research is a quantitative research by distributing questionnaires. The population in this study were 3 sub-districts (Betet, Tinalan and Banaran). Questionnaires were distributed to the community, the Neighborhood Association (RT) and village officials as implementers of the Community Empowerment Program activities. This study shows the results that community participation, transparency and accountability have a significant positive effect on the management of Community Empowerment Program funds.

The Community Empowerment Program (Prodamas) of the City of Kediri is a program to empower the people of the City of Kediri to increase the development and income of the City of Kediri. With this Covid-19, Prodamas funds were diverted to the distribution of funds for the Covid-19 response. The purpose of this research is to test and analyze the transparency of changes in the allocation of Prodamas funds for the distribution of Covid-19 funds in the City of Kediri. The method used is descriptive quantitative by distributing questionnaires using a Liker scale which is carried out in the city of Kediri which is distributed to 46 urban villages. Research design used to test the hypothesis, in this study using a computer program SPSS 24.0 for Windows. The t-test of the effect of transparency on the distribution of Covid-19 aid funds obtained 27,528 > 1.971 or a p-value of 0.000 accepted at a significance level of 5% (p < 0.05). This means that transparency affects the distribution of Covid-19 aid funds and Ha is declared accepted. The F test of the effect of transparency on the distribution of covid-19 aid funds obtained that Pcount is greater than Ptable, namely 1428.23 > 3.087 with a p-value of 0.000 accepted at the 5% significance level, meaning that the regression model is accepted, then the model of the effect of transparency on the distribution of covid-19 aid funds, Ha accepted. It was concluded that transparency had a significant positive effect on the distribution of funds for Covid-19.

The Community Development and Empowerment Program is a government initiative aimed at enhancing the human development index and fostering economic growth within communities neighboring the mine, encompassing post-mining implementation. This program is intricately linked to the company's reputation, observable through the effective execution of activities to attain the program's objectives. PT AMMAN, a mining enterprise, has actively engaged in implementing such a program. This study endeavors to evaluate the impact of PT AMMAN's Community Development and Empowerment Program on its corporate image. Employing a questionnaire, this research was conducted among beneficiaries in West Sumbawa Regency. The collected data underwent validation, reliability, and normality tests using SPSS software. Factor analysis was then performed to identify the elements influencing PT AMMAN's corporate image. The results indicate that the Community Development and Empowerment Program significantly contributes to the company's image, particularly in the economic sector. Key aspects include MSME training and mentorship programs, business and financial management training, and infrastructure development. Notably, the Community Development and Empowerment Program garnered highly positive impressions from beneficiaries, with an exceptional rating of 86.93%.

This research aims at evaluating the effectiveness of Karawang community empowerment program in order to create sustainable tourism. The innovation of the community development and empowerment program is direct training for those who can improve the knowledge, attitudes, and behavior of the community in realizing sustainable tourism in Karawang. This research is experimental research with the cross-sectional approach because of the data obtained through treatment in a short time to compare differences in knowledge before and after treatment (counseling and training). The research subjects of this study were productive age housewives consisting of 30 people. From the data analysis, it can be concluded that the results of the questionnaire showed that most participants had a very positive reaction to this community development and empowerment activity. The results of the analysis by the Wilcoxon test showed that negative ranks were 0, positive ranks were 25, and ties were 2. From the results of tests given to participants, it was known that in general, the participants experienced an increase in waste management value by 24%. This shows that community development and empowerment carried out in Segaran Village, Karawang, West Java showed a positive impact. There are significant differences in knowledge and skills between before training and after training. This results can be applied to the development and empowerment of communities in various other aspects, especially in increasing the potential of a region to support sustainable tourism.

The aim of this research is to find out how gender equality is implemented through the community development and empowerment program (probebaya) in the Samarinda Mayor's office, then what obstacles exist, as well as the efforts made in implementing probebaya to realize gender equality in Samarinda City. Type of descriptive qualitative research. The research was conducted at the Mayor of Samarinda's office in March 2024 - May 2024. The subject of this research was the Head of the BAPPERIDA Sub-Government Team, Samarinda Community Self-Help Activator JabFung DP2PA, BAPPERIDA Community Equality and Welfare JabFung using observation, interview and documentation techniques. Data analysis techniques are data collection, data reduction, data presentation, and data conclusion. The research results show that the analysis of gender equality in the implementation of development and community empowerment programs (probebaya) at the Samarinda Mayor's Office has been carried out evenly, starting from the roles of men, women and people with disabilities. This Probebaya program is also purely from, by and for the community. This is because the impact can be felt directly by the community itself, starting from the infrastructure sector, the economic sector, the socio-cultural sector, the health sector, the education sector and the youth sector, all of which are implemented at the RT level on a small scale.

The endangered Peleng Tarsier primate species and the critically endangered Banggai Crow species live and breed in Kokolomboi Hamlet. However, for such a long time, natives hunt wild animals for food and for commercial interest. Land conversion and forest fires that become normal method for beekeeping and farming have resulted in a progressive loss of wooded area and degraded land. To address this, a community empowerment program with the integration of socio-cultural, socio-economic, and socio-ecological approach has been designed as a method to achieve sustainable exploitation and management of the forest area through honeybee production with apiculture as backbone. The objective of this community empowerment program is to make people of Kokolomboi Hamlet voluntarily conserve nature by developing conservation village while assuring their primary needs are met by the economic empowerment using environmentally friendly beekeeping method and eco-tourism activities. From year 2020 to 2023, this socio-cultural, socio-economic, and socio-ecological integration approach has empowered 30 members of Tourism Awareness Group (Pokdarwis), 11 beekeeping groups with 245 members, 30 households participated in environmental preservation, 60 foreign tourists have visited Kokolomboi Biodiversity Park, and flora biodiversity index monitored is 4.51 while fauna biodiversity index monitored is 3.75. The method of integrating social, economy, and ecological aspect as an approach along with engaging relevant stakeholders show significant impacts on transforming community&rsquo;s behavior in livelihood and biodiversity conservation.

This study aims to analyze the effect of the Community Empowerment Program (Prodamas) on improving the economy of the people of Kediri City which has been implemented in Kediri City. The method used in this research is descriptive quantitative by distributing questionnaires to 13 urban villages throughout Mojoroto District, Kediri City based on RT. Each RT was distributed 10 questionnaires, so a total of 130 questionnaires distributed. The results showed that the Community Empowerment Program (Prodamas) in the infrastructure sector (X1), the social sector (X2) and the economic sector (X3) had a significant positive effect on improving the regional economy (Y) of Kediri City.

And the author uses UML (Unified Modeling Language), which consists of Use Case Diagrams, Sequence Diagrams, Activity diagram, Class diagram, and to design software program author uses PHP and data base SQLYog. Sustainable development is the development goal of every country, including Indonesia. The process of sustainable development has positioned the community as the subject with the main actor of the development is the community itself. Regarding this context, the process is performed through community empowerment approach. Muhammadiyah is the biggest non-governmental organization in Indonesia which engaged in religion, social community, economy, education, environment, and health sectors. This study aimed to discover the role of Muhammadiyah in the sustainable development of Indonesia. The method used in this study was mixed method as the combination of quantitative and qualitative approaches. The results of the research have concluded that Muhammadiyah has positive and significant roles in sustainable development of Indonesia, including from the evaluation results of the restoration program of tropical forest ecosystem in East Borneo Province and social-economic empowerment on vulnerable groups in Yogyakarta Province. The approach of Muhammadiyah through community empowerment program has been successful to improve the knowledge, change of attitude, and skills of the facilitated community. The community empowerment approach was implemented by Muhammadiyah to encourage public participation in sustainable development.

Based on the Regulation of the Minister of Domestic Affairs Number 37 of 2007, the source of village finances from the Village Fund Allocation (ADD) is used to finance the empowerment of the community by 70% of the total acceptance of ADD in each village. Desa Pagersari is a village that has not reached the limit of using ADD to finance community empowerment by 70% and community empowerment programs that do not yet meet community needs. The purpose of this study is to analyze the use of ADD to community empowerment program based on Semarang Regions No. 1 of 2016 and to know the obstacles of ADD use in the community empowerment program of Pagersari village. This type of research is descriptive research using a qualitative approach. The results of the study showed that in analyzing the use of ADD towards community empowerment programs, it was still not right from the aspect of the principle of ADD management, namely transparency and participatory; ADD compatibility which is an integral part of the Village Revenue and Expenditure Budget from planning, implementation to accountability; The use of ADD is 70% for community empowerment spending. Factors inhibiting the use of ADD to the community empowerment program that is the compliance factor of the applicant on the applicable provisions; people who are still passive. Recommendations given the need for communication between policy implementers and the community in meeting the needs of the community, it is necessary to do commitment education for policy implementers in order to maximize their duties, need to adjust the target of the empowerment program and the nature of program sustainability.
