Abstract

The conversion of the economy to the intensive path of development makes it very important to utilize all internal manpower reserves, including reserves associated with a group of organizational factors not requiring substantial capital investment. As noted in the decisions of the Twenty-sixth Congress of the CPSU, an important place in this regard is assigned to measures designed to stabilize the work force and to reduce manpower turnover, which results in the underutilization of manpower both extensively and intensively. The recent decree of the Central Committee of the CPSU, USSR Council of Ministers, and the All-Union Central Council of Trade Unions (AUCCTU) On Intensifying the Effort to Strengthen Socialist Labor Discipline (1983) called attention to the slow reduction of manpower turnover and to instances of frequent job-hopping.
