Abstract

This article states that an intellectual crisis exists in the former Soviet Union due to declining educational levels. The seriousness of the crisis is claimed to be such that the safety of technology is threatened. It is proposed that institutions of higher learning work to develop the motivation for obtaining education. Several education programs in Russia addressing these problems are briefly described.
