Abstract

As Chapter 3 on historical analysis conforms, the free movement of workers is one of the four fundamental freedoms of the EU, situation today is already far more better than it was in the early years of the EEC, when barriers to mobility at a time its membership number was up to 9 – are removed. Building a forward-looking and comprehensive European immigration policy necessitates a logical approach to deal with the current labour migration issues, problems and trends which will be the subject of the next chapter. Promoting labour mobility remains to be an important issue for the EU institutions and the policy-makers. The ongoing process is simply highlighting a potential need of the institutional cooperation at the EU level. The multiple problems which affect mobility level across the EU member states have proved to be insoluble. This chapter first provides an overview of stocks and flows of all, and of active EU movers of working age. It then identifies obstacles that the EU has faced, so far that policy solution can provided pragmatic to tackle the labour market barriers, with the founding principles of the EU.
