Abstract

The 1967 Campaign Against Racial Discrimination Report (CARD) described in some detail complaints of police brutality; the television programme 'Cause for Concern' explored some serious cases where grave injustice was shown to have occurred. Managing relationship can be looked at from four points—or in terms of four parameters each of which points to the importance, described so well by Michael Banton, of the interplay between the private and public roles the policeman has to play. These four interrelated parameters are: The legal role of the police and the extent to which law-enforcement is discretionary, not universalistic and the varieties of transactions policemen and police forces are expected to perform as agents of the police service. It also includes: The nature of career structure and occupational specialization that occurs within the organized police force and the nature of the 'police culture', which sets standards and norms for policemen as a group.
