Abstract
The question of prohibiting the use of napalm and other incendiary weapons was first raised in the Third Committee of the General Assembly at its twenty-fourth session in the course of a discussion on respect for human rights in armed conflicts. The debate revealed a widespread belief that incendiary weapons, and napalm in particular, should be specifically banned as weapons causing unnecessary suffering and having indiscriminate effects. Many States also held that the use of such weapons was already prohibited under general rules of international law.
