Abstract

This article utilizes Porter's[1] value chain strategic management perspective on business-level strategies to review the public sector competitive provision of higher education in South Dakota. Three state universities are analyzed in terms of different strategies for providing higher education in the context of their mission and values, how these choices have been implemented, and, finally, the cases are cross-analyzed for comparative purposes.
