Progress in material production and path innovation in Chinese modernization
Purpose The development of material production determines the enhancement of material welfare for all people and the advancement of Chinese modernization. Design/methodology/approach From the perspective of material production, the Chinese path to modernization has followed objective economic laws, demonstrating new vitality in the rise of modern industrial sectors, the improvement of economic efficiency, the expansion of economic scale and the enhancement of material welfare. Findings The uniqueness of Chinese modernization lies not only in its transcendence of the drawbacks inherent in Western industrialization accumulation, achieving historic leaps, but also in its unique characteristics: it adheres to taking the public-owned economy as the mainstay, promotes the common interests of all people and employs the people-centered logic to guide and transcend the capital logic in economic development. Originality/value The restructured material production trajectory in Chinese modernization is characterized by the formation of a new development philosophy, the orientation toward high-quality development and the guidance of new quality productive forces. The upgrading of material production connotations in Chinese modernization is primarily reflected in the expansion of the subjects of material production, the modes of material production and the contents of material consumption.

Foreign direct investment may increase industrial pollution intensity in the host country, which will deteriorate the host countrys environmental conditions; however, foreign direct investment may also enhance the economic efficiency of the host country through competitive effects, imitation effects, talent flows, and the related effects and in other ways. An improvement in economic efficiency indirectly affects the host countrys environment. This article first analyzes the relationships among foreign direct investment, urban economic efficiency and environmental pollution while expanding on the relevant theories. In addition, the study constructs a comprehensive environmental pollution index for 271 Chinese cities by using the entropy method with the cities panel data. The study also provides empirical testing of the connections among foreign direct investment, urban economic efficiency and pollution problems. The study finds that foreign direct investment has improved the economic efficiency of Chinese cities, the improvement in Chinas urban economic efficiency is accompanied by the discharge of pollutants, which has aggravated environmental pollution. Also, there are significant regional differences in how the foreign direct investment has shaped Chinas environment.

Chinese modernization provides an important theoretical basis and practical guidance for the high-quality development of China's outdoor sports industry. The outdoor sports industry is not only an important part of meeting people's needs for a better life, but also an important means to promote regional economic development and achieve green and sustainable development. Through the method of literature and logical analysis, it was found that the current development of the China's outdoor sports industry still has problems such as imperfect policies and systems, incomplete industrial chains and unbalanced regional development, insufficient scientific and technological innovation capabilities and product homogeneity, weak outdoor sports cultural foundation and inadequate implementation of the green development concept. Therefore, based on the connotation and requirements of high-quality development, the dynamic mechanism of the development of the outdoor sports industry was systematically sorted out combining theory with practice, including policies, market demand, scientific and technological innovation, culture and values, ecology and other dimensions. On this basis, the path to achieve high-quality development of China's outdoor sports industry was proposed, including optimizing the policy system environment, promoting industrial structure optimization, strengthening scientific and technological innovation drive, cultivating outdoor sports culture, and practicing green development concepts. The study believes that building a scientific and reasonable dynamic mechanism and a systematic implementation path are of great significance for promoting China's outdoor sports industry to move towards high-quality development and helping to achieve Chinese modernization.

Currently, a new round of technological revolution is shaping the new international pattern. Based on China’s new development philosophy, and following the idea of “assessing the overall levels firstly, then anchoring the subsystems contributions and finally identifying the obstacle factors”, an evaluation system of high-quality development (HQD) levels is constructed from five subsystems of innovative development (ID), coordinated development (CD), green development (GD), open development (OD) and shared development (SD). In this paper, the entropy weight TOPSIS model is used to measure the HQD levels of 19 provincial units located in the Yellow River Basin (YRB) and the Yangtze River Economic Belt (YREB) in 2010–2019, and with the assistance of the Obstacle Degree Model, the obstacle factors affecting the HQD of both are depicted. The results show that: (1) between 2010 and 2019, the HQD indices in YRB and YREB have been on an increasing trend, and the subsystems indices all show a trend of “GD > CD > SD > ID > OD”, but the overall levels of HQD in both is not high, and there is still much room for improvement. (2) YREB has a significantly higher HQD level than YRB. From 2010 to 2019, the average values of the HQD indices in YRB and YREB were 0.2886 and 0.4073, respectively, but the index in YRB improves at a faster pace than YREB, and the gap of HQD levels between the two show a trend of continuous reduction towards regional balance and coordination. (3) The analysis of obstacle factors shows that while OD and ID are the main obstacles to HQD in both basins, the impact of both on the resistance to HQD in both basins is on a decreasing trend. GD is another bottleneck for the HQD of YRB, and the pressure on GD in the middle and upper reaches of the provincial units in the basin is increasing, and the obstacles are on a rising trend.

This article aims to contribute to discussions held by the academic community that has extensively researched the EU’s green transition. The author underlines that a transdisciplinary approach involving legal, economic, and political tools provide a comprehensive cross-fertilisation methodology. The article observes implications related to EU green policies and public management instruments from two perspectives: the broadening of green transition to socio economic dimensions; and the role of government intervention in economic and green business development to illustrate examples of relevant practices in the EU. The author argues that such a methodological approach can help one to assess the actions and measures related to the green economic and business development trends that require societal support as well as the improvement of economic efficiency at the EU and national level. This contribution offers insights into the concept of green economic transitions and innovation as well as the impact of public services focused on societal change. The article concludes that a decision-making process that is based on a cross-fertilisation approach allows the implementation of green policies in national economies in the most effective manner and, in turn, provides welfare effects due to the enhancement of public administration services in their coordinated actions with entrepreneurial activities and business investments. On a wider regional scale, government/private business green partnership represents a tool that inevitably helps increase the environmental and green competitiveness of the EU and its Member States.

Water and soil loss influences the soil and water resources of terrestrial ecosystem, ecological environment and ultimately the quality of life and high-quality development. China is the most serious soil erosion country in the world, especially in the Loess Plateau. After years of efforts, soil and water conservation in China has developed rapidly, and the surface runoff and soil loss in soil and water loss areas have decreased rapidly. It includes that the soil and water loss is the process of transferring soil and water resources from one place to another; the impact of soil and water loss on the high-quality development of society includes positive and negative aspects; Soil and water conservation refer to use some methods or measures to reduce soil erosion to soil allowable loss. At the same time, make efficient use of the soil and water resources and minimize the loss of life and property; The high quality and sustainable management of soil and water conservation measures must be made to obtain the maximum effect and develop the economy and raise people’s income and meet the need of people’s requirements for soil and water conservation for a better life. This article discusses the topical topic of interaction between science and society. The paper considers the concepts of “society”, “science”, “material and spiritual production”. Analyzing the relationship between science and society, the author investigated the impact of scientific knowledge on material production, science plays a key role in the development of society, providing it with technological innovations, knowledge about the world around it and the basis for decision-making in various fields. The importance of science and material production for modern society is emphasized. The prevailing importance of technological innovations for modernization and improvement of production efficiency is noted. This article discusses the development of material production and science in the context of the post-industrial world. The development of the internet, mobile devices and digital platforms is changing the way people interact, work and learn. The final part of the article touches on the general features of the development of science and material production, as well as the specific features of the development of material production in post-industrial society. Finally, it is said that the change in consumer behavior has a significant impact on the development of science and production. Consumers are increasingly concerned about the quality of products, their health and the environment, expecting good and individual goods and services.

The environmental crisis and the accelerated depletion of natural resources require strategies that balance economic growth and environmental protection in accordance with the principles of sustainable development. In this context, the mining industry, despite playing an important role in economic development, has significant negative impacts. The application of sustainable practices helps to mitigate these impacts. This study evaluates the effectiveness of rehabilitation measures applied in the abandoned mine of Punta Gorda, Cuba, using an integrated system of socio-environmental and economic indicators. The methodology, based on a procedure for socio-environmental and economic management in mine rehabilitation, comprises six stages and fourteen steps, including the valuation of ecosystem goods and services, economic valuation, and monitoring of rehabilitation results. Key results show a 5.95% improvement in economic efficiency in 2023, partial recovery of the ecosystem after rehabilitation, and improved health of mine workers. The study emphasizes the importance of multidimensional assessment tools to align mine rehabilitation with the Sustainable Development Goals (SDGs), particularly SDG 11, and highlights the role of corporate social responsibility in improving the well-being of the mining community. The proposed framework provides a replicable model for sustainable mine rehabilitation, emphasizing the integration of economic, social, and environmental indicators.

Over the past 40 years of reform and opening up, the Chinese economy has rapidly developed along with large-scale movement of population. For cities, migrant population means not only the changes in population and manpower, but also the influence on the whole economic system. On the basis of national censuses and 1% national population sample surveys, and in combination with the monitoring data of nationwide migrant population and urban economic and social statistics, the author explored the influences that migrant population has brought to urban economic development. The research suggests that migrant population will produce continuous and positive effects on the future development of urban labor market, transformation of economic structure, and improvement of economic efficiency in the medium-to-long term. Migrant population will not only supply cities for manpower and contribute to economic growth, but also drive economic efficiency improvement and the transformation of economic development mode. The future urban prosperity largely depends on how people understand and treat migrant population at present.

This paper evaluates opportunities and challenges that Vietnam faces after its accession to the World Trade Organization (WTO). Vietnam is expected to have various opportunities, including access to markets of all WTO members, consumers' gains from trade liberalization, improvement of economic efficiency, economic development through trade liberalization, benefits from the rule-based multilateral trading system, good governance, etc. However, it faces several challenges as well, including adjustment costs, loss of some sovereignty to policies, problems related to a transition economy, loss of tariff revenue, competition from least-developed countries in textile/clothing industry, lack of high-level expertise, etc. Based on the evaluation on these opportunities and challenges, we provide some policy suggestions to Vietnam.

The digital economy, as a sustainable and innovative mechanism for economic change, has emerged as a crucial national strategic driver for China’s attainment of high-quality development and low-carbon transition. Assessing the digital economy’s contribution to both high-quality development and carbon reduction, as well as evaluating the extent of its effects, can offer accurate decision-making assistance for prioritizing development sectors and optimizing resource distribution. This research utilizes the Entropy Weight TOPSIS approach and spatial autocorrelation analysis to investigate the spatiotemporal characteristics of the digital economy and high-quality development in Guangdong Province. A coupling coordination model evaluates the extent of coordination between the two, while a Spatial Durbin Model (SDM) is utilized to estimate the coefficients regarding the digital economy’s influence on both high-quality development and carbon emission reduction at the prefecture-level city size. The primary findings of the study are as follows: (1) Both the digital economy and high-quality development in Guangdong Province have progressively advanced, demonstrating notable spatial autocorrelation (Global Moran’s I ranging from 0.21 to 0.36, p < 0.01). Nonetheless, development r is uneven, with the Pearl River Delta region significantly outpacing other areas. (2) The coupling coordination level between the digital economy and high-quality development exhibits fluctuating stability and significant regional disparities. The Pearl River Delta, particularly Shenzhen and Guangzhou, consistently achieves a coordination quality level exceeding 0.90, whereas Meizhou and Maoming frequently fall below 0.20, indicating severe discoordination. (3) The digital economy has a substantial beneficial impact and spatial spillover effect on both high-quality development and carbon reduction. The SDM findings reveal that the digital economy exerts a substantial direct influence on high-quality development (coefficient = 0.4837, p < 0.01), while demonstrating a slight negative impact on carbon emissions (coefficient = −0.2012, p < 0.05), thereby affirming that its impact on high-quality development is predominantly more pronounced than its influence on low-carbon development. This report recommends focused ways to enhance the digital economy’s fundamental role in fostering high-quality development while also realizing its promise for low-carbon synergy.

Guided by the "New Five Development Concepts", this paper constructs an indicator system for high-quality economic development from the perspective of the effectiveness, coordination, innovation, sharing and sustainability of economic development, and analyzes the economic development of China's provinces from a provincial perspective. The entropy method is used to measure the comprehensive level of high-quality economic development in 30 provinces across the country from 2013 to 2019, and from the perspective of technological innovation, the technology market turnover is used to measure the basis of technological innovation, and a fixed effect model is established to reveal its relationship with economic high quality. The results show that: on the one hand, the overall level of high-quality development of China's economy is growing steadily, but there are obvious gaps between regions, and attention should be paid to shortening the gap between the rich and the poor to achieve more coordinated and comprehensive high-quality development; on the other hand, technological innovation can significantly promote the high-quality development of China's economy. We must continue to strengthen the core leading role of technological innovation, and promote technological innovation to serve the real economy. The government should formulate reasonable policies, implement environmental regulations to encourage enterprises to carry out technological innovation, and give full play to the driving effect of technological innovation on the high quality of the economy.

Under the dual pressure of economic growth and environmental pressure, green and high-quality development become a critical strategy for China to achieve win-win development for both the economy and the environment. In the dual-circulation pattern, a deep and high level of openness is the primary prerequisite for encouraging green and high-quality development. Previous studies have overlooked the crucial pivotal role of pilot free trade zones (PFTZs) in domestic and international circulation. The PFTZ is essential in driving China’s green modernization and high-quality development as a crucial area of opening up. This paper utilizes the propensity score matching and difference-in-differences (PSM-DID) on panel data from 27 provinces from 2007 to 2020 to investigate the green policy effects of PFTZ building and its underlying mechanism. The results show that (1) the establishment of PFTZs significantly enhances regional green and high-quality development, with a net policy impact of roughly 4%. The several robustness tests demonstrate that the outcomes are extremely reliable; (2) According to the heterogeneity analysis, compared with inland areas, coastal locations may more effectively foster green and high-quality development; and (3) The influencing mechanism test results show that PFTZs primarily have a positive impact on technological progress, scale expansion, and innovation-driven effects, which, in turn, support green and high-quality development. The mediating effect of innovation-driven and technological progress is extremely significant among them. These research findings can provide empirical support and policy rationale for PFTZs to better promote China’s green and high-quality development.

In order to quantitatively analyze the synergistic relationship between the digital economy and high-quality development, the author proposes a measure of the coupling and coordination of China’s digital economy and high-quality development. Based on the data of 271 prefecture-level and above cities in China from 2016 to 2021, the coupling coordination degree model is used to examine the coupling relationship between the digital economy and high-quality development. The result shows that China’s digital economy and high-quality development are highly coupled, with an average coupling value of 0.9227. Conclusion. This study reveals the characteristics and facts of the coupling and coordination relationship between China's digital economy and high-quality development and provides useful policy inspiration for the central and regional formulation of differentiated digital economy development policies and high-quality development strategies.
