Preface

Abstract

It is our great honor to welcome you to the 2020 13th International Conference on Computer and Electrical Engineering (ICCEE 2020) held in Beijing, China on July 31-August 2, 2020. This year, due to covid-19, the local governments all over the world are strict in epidemic prevention and control, in addition to the restrict of entry and exit, it does not encourage the holding of various activities onsite, thus, ICCEE 2020 was held as a remote conference this time. Even though this form limited the face-to-face communication in some ways, the passion for the involvement in no way reduced.This year, ICCEE received 37 submissions, and accepted 20 high quality papers related to computer and electrical engineering to be published with IOP Journal of Physics: Conference Series after presentations. All articles have been double-blind reviewed. These distinguished authors have provided different perspective of technology around the world. Much appreciation would be given to all the technical committee members and international reviewers.At the same time, we would like to acknowledge all the conference chair, program chair, keynote speakers, session chairs, co-session chairs, conference secretariat as well as all participants, who have dedicated their constant support and countless time to bring these scratches into a book. Besides, we are obliged to the speakers, each of whom gave us 40-minutes great speech with their advanced ideas.The presenters also present the latest research and results mainly based on the 3 topics of: Electrical Theory and Engineering, Smart Grid and Operational Control, Computer and Information Technology. And each one was within 13 minutes, 2 minutes for Q&A in total, after the individual presentation, session chairs and the rest presenters would raise questions or give the comments. Following the global trend, ICCEE used ZOOM as the online platform. For online presentation, there are many emergencies. For instance, the internet problem is one of the most important issues. To provide a high-quality web conference communication platform to facilitate communication and to prevent technical problem, we have also prepared test room, back-up room, and guidebook of the application which we used to hold this remote meeting.The proceeding is a credit to a large group of people, and everyone should be proud of the outcome. Hope you had a wonderful time at the conference and had fruitful and rewarding results inthe few days. It is our sincere hope that you will enjoy the conference.
