Abstract

The paper reveals the conceptual links between power, empowerment and participatory development. Participatory development is deeply rooted with gender issues since participation means inclusion of all kinds of women of the society in to the development process. Participatory development is the process of empowerment of marginalized populations, especially women, since women are the most marginalized and vulnerable group of a society. The centre of empowerment is the structure and relations of power in any society. Therefore, participatory approach must have to ensure transformation of power relations particularly gender power relations which starts with men and then with organizations and institutions. The paper concludes with some policy suggestions to undertake appropriate participatory development policy approach.
