Abstract
Decision-making for vessels in distress needs to be rapid but also operationally feasible and protective of sensitive ecological, cultural and economic resources. The San Francisco Bay and Delta Area Committee (SFBDAC) uses a Potential Places of Refuge (PPOR) approach which includes site selection, operational & resource data input to a statewide PPOR database and incorporation of resource trustees/managers into the PPOR process.
