Abstract

Joint stock company Elektromreza Srbije, Belgrade (in the following text: EMS JSC), carries out the functions of transmission system operator of electrical energy in the territory of the Republic of Serbia. Due to the vast significance of the power system operations and large territorial coverage, it represents a significant risk factor for fire outbreaks and spread. High voltage and electric current presence alone represent a potential risk of fire outbreaks and spread. The ongoing specific risks at power facilities are wrong handling, fire-infested pieces of metal that can fall on lawns during handling, equipment malfunction, welding, cutting, and soldering works, as well as fires outside plant facilities that have hazardous potential to spread within the plant. In order to minimize the possibility and consistency of fire outbreaks and spread, EMS JSC is conducting a series of preventive fire protection measures. In addition to incorporating special systems and fire protection measures, great attention is placed on equipment maintenance, employee training, and education, as well as conducting fire drills with professional fire and rescue units. Also, records and research analysis of individual fire outbreaks can provide effective assistance in the implementation of preventive fire protection measures in power transmission facilities. Obtained data can be of utmost importance during project planning and construction design of the new facilities, as well as during the exploitation and maintenance of the existing facilities. The following paper will present an analysis of fires that are specific to electric power transmission facilities, and that have occurred in EMS JSC. Furthermore, the fire incident outbreak investigation procedure which entails the reaction analysis procedures, risk and consequence assessment, as well as proposals for implementing measures aiming to improve the present fire protection situation will be outlined. Taking all the above into consideration, it can be concluded that the implementation of preventative fire protection measures in power facilities is of crucial importance, as it is from the employee safety aspect, it is equally important from the aspect of maintaining safe and reliable electric energy transmission.
