- Mechanism of an Economic Regulation
The article highlights the problematic issues and prospects for methodology and practice transformation in ensuring the implementation of sustainable development principles in an environmental crisis. Google Trends has demonstrated the rapid promotion of the terms green campus and green university over the past five years (January 1, 2018 – January 1, 2022). A critical analysis of research results on changing the priorities of positioning themselves in the market by global financial business leaders with an emphasis on environmental and social orientation, which directly necessitates the implementation of environmental policy and increase social responsibility of domestic universities. The necessity to consider in the mechanism of practical implementation of the principles of sustainable development the fact that today the efficiency of the economy is largely determined by the impact of environmental risks. It is concluded that the principles of the green economy and the principles of sustainable development in general are known to society, but not fully implemented in practice, in particular the methods of doing business in Ukraine, which do not always correspond to them. According to surveys, 65% of respondents say that environmental risks largely define whether they will be able to keep their jobs in the near future. It is substantiated that today it is necessary to form practical skills of adherence to the principles and principles of sustainable development in the process of teaching and educating the younger generation, which determines the leading role of universities in the context of global trends in environmental challenges. Thus, for universities, the creation of green campuses is a tool for implementing environmental policy, and consequently a confirmation of their authority in the educational space and high-ranking positions in national and world rankings. The necessity of improving the mechanism of financing the development of green university campuses is substantiated; introduction of an effective system of relations between universities, which are guided by ESG policy in their activities, with local authorities in order to cooperate in the implementation of green projects to ensure sustainable development of the territory.

The implementation of sustainable development principles is important for those companies which aim to reach both long-term sustainability and develop their ability to cope with complexity. Many Russian companies face the need to spread these principles – including economic, ecological, social, and institutional dimensions – among their owners, managers, and other employees. It motivates them to search for effective tools, among which may be the digital environment. Our study is focused on the dissemination (i.e. spread and promotion) of sustainability development principles in business cultures and management processes in an organization. To conduct our study, we used a method of in-depth face-to-face interviews with company top-managers. Our data-frame includes two cases from the Omsk region of Russia. The purpose of the proposed study was to study the experience of implementing the principles of sustainable development in the practice of enterprise projects. In-depth interviews and case studies are the main research methods. As a result, the authors describe the impact of external factors and the digital environment on the dissemination of the sustainable development principles, as well as the diagnosis of sustainability practices in enterprises.

With the global mining industry's focus on Sustainable Development, there has been a significant emphasis on and reclamation performance and reporting through the development of the International Council on Mining Metals (ICMM) Sustainable Development Framework and Principles, the Minerals Council of Australia's (MCA) Enduring Value Framework for Sustainable Development, the Global Reporting Initiative (GRI), and the Equator Principles. In addition financial reporting obligations under International Financial Reporting Standards and the Sarbanes-Oxley Act (2002) have also led to better understanding and improvements with industry performance, liability management, and reporting, and provide improved guidance on evaluating and measuring liability. Under these sustainable development principles and financial reporting obligations, mining companies are required to self-regulate their compliance to these obligations for planning and associated cost estimates across all life cycle phases of their mining projects. Internal processes should be developed within mining companies to better understand their liabilities and obligations. The likely costs and cost estimating processes should be developed for long-term life of (asset) planning and budgeting, financial reporting for corporate balance sheet provisioning purposes, and regulator reporting for environmental bonding and financial assurances. Mining companies need to plan for, prepare, and actually mine for closure right from the start of a project. This means that their and reclamation liabilities throughout each stage of the life cycle phases; exploration, during feasibility studies and construction, start-up and operations through to the last day of production and beyond, must be understood, planned for, managed, and controlled. This paper will discuss how these liabilities are calculated, how they are utilised internally within an organisation and what must they deliver in terms of improvement, performance, and reputation. Early recognition of and reclamation liabilities promotes improved strategies for operations to plan additional mitigation strategies and anticipate progressive and rehabilitation activities. Closure planning creates shareholder value if these long-term liabilities can be reduced or eliminated during operations. A well-established planning process combined with a and reclamation cost estimating process ensures investment, development, and operating decisions made today are made in full recognition of the potential financial impacts for in the future.

The structure of international trade in today’s global economy is undergoing transformation. The increase in the importance of services is a clear trend. In Polish foreign trade with the European Union countries, it is transport services that to the greatest extent create the trade surplus. These services significantly affect the environment, which makes it necessary to take measures aimed at the implementation of the green transport principles. The aim of the study was to provide a detailed description of transport services in Polish foreign trade with European Union (EU) countries and to assess the role of these services in Polish economy, including in terms of sustainable development. The study concerned transport services, consisting of four separate types: maritime transport, air transport, other transport services (except maritime and air) and postal and courier services. The time span of the study was 2010–2018. The latest secondary data from the official statistics of the National Bank of Poland and the Central Statistical Office were used for the purpose of the analysis. The research methods included: critical analysis of the source literature, analysis of secondary data (desk-research) and graphic methods (tables and diagrams), by means of which the results of the study were presented. The conclusions drawn are inductive and deductive in nature. The article describes in detail Polish trade in transport services with EU countries. It focuses on export, import and balance. The role of the examined services in foreign trade and Polish economy was assessed based on the analysis of the structure of export and import and the rate of export and import, geographical orientation of trade, as well as the activity of enterprises from the transport service sector, registered in Poland, including joint ventures. Research has shown that between 2010 and 2018 Polish export and import of transport services as part of trade relations with EU countries increased considerably. The conducted research indicates that transport services are a crucial element of Polish trade. The role of EU countries in the Polish trade in transport services was recognised as significant and growing. This has a positive impact on the country’s economy. The increasing role of road transport in the structure of the Polish trade indicates that Polish entities providing transport services are thriving in this demanding market. However, the analysis of the source literature indicated changes in the preferences of consumers, who increasingly often expect the implementation of sustainable development principles in the distribution of goods. Green marketing or green transport are concepts more and more frequently used to gain competitive advantage in the market. The transport sector in Poland is facing a major trend towards the implementation of sustainable development principles. In order to maintain sales growth internationally, the entities will have to implement sustainable development principles.

The higher education system makes it possible to accelerate the process of transition of the economy and society to a sustainable direction of its development by forming a new ecological worldview among the younger generation and minimizing future ecological and economic damage to the environment of the region in which the university is located. Nowadays, the pace of the implementation of sustainable development principles in the operational and educational activities of Russian universities remains low, which affects the level of environmental and economic security. The purpose of this study is to identify barriers and prospects for the implementation of sustainable development principles in Russian universities, as a factor of increasing the level of environmental and economic security, using the case of Ural Federal University. The authors analyzed the university's development program, its implemented activities in the field of ecology and sustainable development, its eco-oriented activities, and evaluated the university using the UI Green University Metrics methodology in order to determine its potential position in the green universities ranking. SWOT analysis was carried out to combine the results obtained and to identify the barriers to the implementation of the sustainable development principles and the barriers to increasing the level of environmental and economic security. Promising directions for the development of the university for the coming years were also identified within the framework of the new concept. The main barriers are the lack of an official program of sustainable development of the university, appropriate administrative and economic management tools and targeted state support. In order to stimulate the university's transition to a new concept, the development of a specialized information resource and improvement of the solid municipal waste management system are proposed. A list of economic, organizational and administrative tools for managing sustainable development is also formulated. The implementation of these measures could not only form the foundation for the successful implementation of the sustainable development principles at Ural Federal University but would also increase the university's potential position in the UI Green University Metrics rating and would have a positive impact on the level of environmental and economic security.

The post-war reconstruction of Ukraine necessitates two principal components: the large-scale physical rebuilding of destroyed infrastructure and the implementation of deep structural reforms. Among these reforms, the transformation of civil legislation is of particular significance. The effective regulation of property and contractual legal relations is a necessary prerequisite for the restoration of entrepreneurial activity, the stimulation of investment attractiveness, and the ensuring of overall legal stability in the country. In the context of Russia's full-scale armed aggression against Ukraine, which has precipitated profound socio-economic transformations, the necessity to update civil law instruments has become paramount. In the context of the strategic European integration direction of state policy, there has been a notable increase in the significance of harmonising national civil legislation with European Union law. The harmonisation process is driven by the objective of aligning Ukraine's legal framework with European standards, thereby establishing a legal environment characterised by transparency, predictability, and efficiency for market participants. It is imperative to direct particular attention to the process of repealing the Commercial Code of Ukraine, a seminal step that signifies a unification of private law. This provides a foundation for a conceptual revision of the provisions of the Civil Code of Ukraine, ensuring their alignment with contemporary challenges, the needs of the business environment, and the principles of sustainable development. The subject of this research is the reform of Ukraine's civil legislation in the context of post-war recovery and European integration processes. The objective of this study is to conduct a comprehensive analysis of the process in question, with a view to defining its role as a factor in economic growth, a guarantor of legal certainty for businesses and citizens, and an instrument for achieving sustainable development. The methodological framework of the research consists of methods of legal policy analysis, comparative law, and empirical research methods. The findings of the research indicate that the updated civil legislation must become the legal foundation for the effective functioning of market mechanisms, protection of investors' rights, modernisation of the status of business entities, and the implementation of sustainable development principles. The paper puts forward a series of conceptual approaches to harmonising national law with EU law, which it believes will contribute to the creation of a favourable institutional environment in the post-war period.

- PROBLEMS OF SYSTEMIC APPROACH IN THE ECONOMY
The article, in the context of Ukraine's course for integration into the European economic space, raises the problem of the formation of ecological marketing and the popularization of eco-trends. It is shown that business development in accordance with environmental standards and principles of sustainable development becomes a significant tool for the formation of environmental awareness. Environmentally responsible marketing, by implementing eco-trends, developing new products manufactured without the use of harmful and non-recyclable substances, popularizing ecological goods and services, establishing two-way communication with consumers of ecological goods and services, creating ecological production and minimizing non-recyclable waste, becomes an important factor in preserving the environment. The development of new strategies aimed at environmental friendliness by ecologically oriented marketing will allow companies to remain competitive in the global market. Synchronization of Ukrainian policies and legislation with relevant EU policies and legislation involves the implementation of sustainable development principles, including the following tasks for enterprises: increasing the share of alternative energy sources; reducing greenhouse gas emissions; preserving ecosystems; preventing the effects of climate change; reducing the production and consumption of energy-intensive products. Ukraine's accession to the European Green Deal creates a number of strategic opportunities for development for Ukraine and sets a number of requirements that may pose certain threats to business, including limiting the access of Ukrainian goods to EU markets and non-tariff barriers to trade due to non-compliance with environmental legislation. Environmental marketing, by popularizing eco-trends, creating new environmentally friendly goods and services, will help improve the image of companies. A company's serious attitude to environmental problems helps increase customer loyalty, conquer new consumer segments, and penetrate markets where compliance with the green deal is a priority.

The publication of this book, following the adoption of the Sustainable Development Goals (SDGs), is a valuable contribution to further clarifying the different legal parameters of sustainable development. The SDGs were established as part of the 2030 Agenda for Sustainable Development by the United Nations General Assembly in 2015. They represent a universal charter on how to combine economic development, social inclusion, and environmental sustainability by 2030 in areas of critical importance, including key natural resources, such as water, energy, and biodiversity. Yet, if it is already hard to pursue each one of these three concerns separately, combining all of them requires considerable efforts, new orientations, and innovative thinking. The book under review offers a panorama of the progress made towards this direction in international courts, tribunals, and other mechanisms for the resolution of disputes related to sustainable development. In this book, world-class sustainable development law experts discuss the contribution of the judiciary to the implementation of sustainable development principles. More particularly, the book explores how various principles of sustainable development are reflected in the decisions of international courts, tribunals, and other dispute settlement mechanisms as well as the normative consequences of a commitment to sustainable development in these decisions. The main argument is that an expanding body of jurisprudence balances and integrates all aspects of sustainable development, mainly through the activation of the 2002 New Delhi Principles of International Law Relating to Sustainable Development.1 These principles constitute a laboriously reviewed and debated road map developed by the International Law Association’s Committee on International Law on Sustainable Development.

Sustainable tourism, sustainable-tourism development, and sustainable-development principles are commonly used within the framework of sustainable development. Both tourism researchers and practitioners are trying to understand/develop, integrate, and apply the main concepts. In this process, the concept of sustainable-tourism planning was analyzed thoroughly, and the theory of sustainable strategies identified with appropriate optimal goals. The theoretical discussion has progressed considerably in this discussion at every forum across the nation. The problem is that the theoretical discussion seems to be too far ahead and too abstract compared with the development found on an operational level. Given the complexity of the issues surrounding the concept of sustainable tourism, the current chapter tries to provide a unified methodology to assess tourism sustainability based on a number of quantitative indicators. The proposed methodological framework (sustainable-tourism measurement [STM]) will provide a number of benchmarks against which the sustainability of tourism activities in various countries can be assessed. The methodology used includes the following steps: identification of the dimensions (socio-economic, cultural, ecological, infrastructural, etc.) and indicators, method of scaling, and chart representation. To illustrate the usefulness of the STM, tourism sustainability was assessed in the developing Asian countries of India, Malaysia, and Thailand. The preliminary results show that a similar level of tourism activity across countries might induce different economic benefits and might have different consequences for the socio-ecological environment. Therefore, the STM is a useful tool to assess the heterogeneity of developing countries and detect the main problems each country faces in their tourism-development strategy.

Purpose This paper aims to identify the factors that organize which sustainable development principles firms incorporate into their operations, comparing firms from the heaviest-emissions industries (energy, materials and utilities industries) and firms outside them (ex-energy, materials and utilities). Design/methodology/approach Using the UN Sustainable Development Goals (SDGs) as a framework, this paper conducts an exploratory factor analysis on the sustainable development principles that firms incorporate into their operations from a representative sample (n = 2,832) of firms listed on the NYSE and NASDAQ in 2023. Findings For firms within energy, materials and utilities industries, this paper identifies five factors: sustainable human needs, human quality of life, renewable energy, healthy infrastructures and pollution reduction. Inter-factor correlations reveal that pollution reduction and renewable energy are negatively correlated with one another and all factors are negatively correlated with human quality of life. For firms outside these industries, this paper identifies six factors: sustainable human infrastructure, supply chain sustainability, economic empowerment, medical development, water protection and renewable energy production. Inter-factor correlations identify positive synergies between four of the six factors around environmental sustainability (sustainable human infrastructure, supply chain sustainability, medical development, renewable energy production) but water protection and economic empowerment are negatively correlated with the other factors. Research limitations/implications This paper offers a new way of conceptualizing how firms incorporate sustainable development into their operations: firm pursuits of sustainable development resemble an equilibrium between factors that requires trade-offs. Within energy, materials and utilities industries, firms that invest in renewable energy are less likely to invest in pollution reduction and human quality of life. This suggests that although firms are aspiring to become more sustainable, firms may pursue sustainability as a façade to placate stakeholders without significantly altering their production chain and sustainable products for certain factors, such as promoting human quality of life, may be cost-prohibitive, preventing firms from pursuing sustainable revenues in all factors. Practical implications This paper identifies the prevailing factors that animate firm decisions on which sustainable development principles to integrate into their operations. The pursuit of sustainable development principles is a landscape of mutually exclusive choices, where a greater propensity to incorporate certain sustainable development principles into revenues (e.g. supply chain sustainability) may be linked to lower propensity to incorporate other principles (e.g. economic empowerment). The findings show the need for industry-specific guidelines on assessing firm pursuits of sustainable development and illustrate important nuances in the underlying factors that drive sustainability efforts in each area, comprising a series of competing choices where the pursuit of one factor restricts the pursuit of others. Social implications This paper finds that although firms are responsive to stakeholder pressure, there are also signs that firms behave in an organized hypocrisy when choosing to integrate certain sustainable development principles into their operations at the expense of others. The results illustrate the utility of the UN SDGs as a framework for assessing how institutions contribute to sustainable development. Originality/value Concerns about how firms contribute to sustainable development are gaining influence, but there remains little research on which sustainable development principles are adopted by firms in their operations across industries. This paper offers the first systematic examination of factors that drive firm decisions about sustainable development principles in the context of their own operations, using a sustainable finance dataset statistically representative of publicly-listed firms listed on the NYSE and NASDAQ.
