This article analyzes the personnel policy pursued by the leadership of the Ministry in this period
By investigating of official documents and memoirs of ministerial officials, the author identifies a number of key directions of this policy: preservation of the potential accumulated by the Ministry during the reign of Nicholas I, involvement of qualified bureaucrats from other governmental agencies and young officials of the Ministry of Internal Affairs in the preparation of reforms

Предмет и методология исследования Данная статья посвящена изучению кадровой ситуации в МВД в период с 1856 по 1863 год, т. е. с того момента, когда в министерстве с санкции императора началась разработка первых проектов отмены крепостного права, и вплоть до завершения работ над проектом земской реформы. В данном исследовании было использовано два таких списка чиновников Земского отдела МВД, составленных в период подготовки крестьянской реформы – в 1859 и 1861 гг.4 Что министр стремился назначить на важный пост человека молодого, способного и при этом лояльного лично ему, с перспективой в дальнейшем сделать его директором Департамента.
