Pengaruh Pendidikan dan Pelatihan, Inovasi Personel, Orientasi Pelayanan, dan Sistem Reward Punishment terhadap Implementasi Reformasi Polri
This study aims to analyze the influence of education and training, personnel innovation, service orientation, and reward-punishment system on the implementation of reform in the Indonesian National Police (Polri). Institutional transformation requires strengthening the capacity of officers through systematic education and training, fostering innovation in policing tasks, focusing on public service orientation, and implementing fair reward and punishment mechanisms. The study employs a literature review method, reviewing 50 scholarly articles, national and international journals, and official Polri reports over the last ten years (2015–2025). The findings indicate that continuous education and training enhance technical and managerial competence, while personnel innovation promotes creativity and operational efficiency. Service orientation reinforces an organizational culture that is responsive to public needs, and the reward-punishment system ensures compliance with procedural and ethical standards. The integration of these four variables contributes significantly to the success of reform implementation. The literature emphasizes the need for education planning based on organizational needs, fostering operational innovation, enhancing service orientation, and applying a transparent and fair reward-punishment system. These findings provide a foundation for policymakers to design more effective, adaptive, and sustainable reform strategies, improving professionalism, accountability, and public trust in the institution.

The importance of public trust in the police cannot be overstated, as it underpins social order, public safety, and the rule of law. Nevertheless, INP is facing its most difficult challenge yet after some senior police officers were involved in premeditated murder and drug trafficking. Therefore, it is necessary to provide an evaluation to improve public trust in the Indonesian National Police. This study aims to analyze the sustainability framework for enhancing public trust in the Indonesian National Police (INP). This research uses a descriptive statistical, qualitative approach with system dynamics modeling. The research was conducted between February to May 2023 with eight experts, including academicians and practitioners. The study findings project that INP public trust has a value of 3.567. Based on the scenario predicting 3.575 in 2027, indicating a medium trust status (level 3). However, there will be a slight decline in INP public trust from 2022 to 2025, followed by a gradual increase from 2025 to 2027, remaining within the medium trust range of 3.558. The repairing of public trust in INP is influenced by various dynamic and uncertain internal and external factors. Despite efforts to improve responsiveness, trustworthiness, and empathy, there is no significant positive trend observed in INP public trust, with only a marginal increase from 3.557 to 3.558 in medium trust level. Thus, the need to implement an accelerated strategy to improve trust becomes very important.

Researchers have extensively studied the linguistic characteristics of research article (RA) titles. However, no research has investigated RA titles viewed from research design types published in national and international English Language Teaching (ELT) journals. Thus, the present study aims to fill this gap by investigating the average word length, syntactic structure, and syntactic structure type based on research design. This study used a comparative mixed method design to analyze 120 RA titles published in 2022-2023. The average length of titles was analyzed by counting the parts of speech of the tiles, the syntactic structures of titles were analyzed using the Framework of Cheng et al. (2012), and syntactic structure types based on research design were analyzed by reading the method section of the articles. Results indicate that the average length of the RA titles was 12 words in national journals and 13 words in international journals. Nominal structure was the most used RA title type in national journals, while compound structure was the most used in international journals. Furthermore, the nominal structure was often used for experimental design in international journals, while it was often used for descriptive study design in national journals. The compound and Verb-ing phrase structures were often used for case study design in both international and national journals. In conclusion, there are important differences and similarities in RA title characteristics between the two groups of ELT journal rankings. The findings contribute to the scholarship on the contrastive aspect of titling practices in English for Publishing Purposes.

Environmental pollution has become an important obstacle on the path of ecological civilization construction, and it is urgent to control environmental pollution. By establishing an evolutionary game model, this thesis focuses on analyzing how paper-making enterprises choose their own emission reduction strategies under the reward and punishment mechanism. It further analyzes how social welfare changes under the reward and punishment mechanism, and finally through simulation research, this thesis analyzes the evolutionary paths of paper-making enterprises’ pollution emission strategies under the reward and punishment mechanism. The results of the reward and punishment mechanism are as follows: under the static reward and punishment mechanism, the game system will repeatedly oscillate around a point. There is no stable equilibrium point at this time. However, under the dynamic reward and punishment mechanism, the game system will tend to a stable equilibrium point. The results of social welfare analysis show that high-intensity rewards will reduce the amount of pollution discharged by paper-making enterprises, thereby maximizing social welfare. On the contrary, when paper-making enterprises discharge a large amount of pollution, they will be subject to high-intensity penalties. When facing high-intensity punishments, paper-making enterprises will tend to not to discharge. So social welfare is also maximized. The simulation research results show that reasonable punishment strategies are more effective than reward ones. Based on this, the author proposes countermeasures, such as establishing a reasonable reward and punishment mechanism, reasonably determining the reward and punishment intensity for polluting enterprises. The emission reduction strategies of paper-making enterprises will be affected by the government’s reward and punishment mechanism. A deep study of its internal mechanism is not only of great significance for pollution control but also of great significance for the development of a green economy.

This article examines the reputation management carried out by the Indonesian National Police during the Presidential Election in 2019 by using the Excellence Theory. In this political year, pressure on the Indonesian National Police is increasing, consequently mistakes made by the Indonesian National Police will undoubtedly negatively impact for their reputation. Therefore, the Indonesian National Police needs to carry out a particular strategy to maintain its public support, public trust, and their reputation. The data was obtained through in-depth interviews with the internal police and surveys of the external public. The results of this study indicate that in 2019 the Indonesian police did not meet all the criteria in the Excellence Theory. The unique characteristics of police institutions limit the activities of police public relations. Surprisingly, the reputation of the police is still positive, and the police still gain the trust and support of the public.

In the midst of various challenges of policing and its consequences on public trust, a number of studies have examined the duties of the Police, especially the Republic of Indonesia National Police (INP), in maintaining security and public order, enforcing the law, protecting the public, and serving the community. Several contemporary policing models, such as Community Policing or Problem-Oriented Policing, have been suggested and implemented by the INP, although the parameters of its successful implementation continue to be a questionable issue. This article discusses how the concept of Evidence-Based Policing (EBP) – a new paradigm in policing – can better serve as a foundation for the Police in dealing with societal and criminal issues. EBP emphasises scientific and evidence-based decision-making, enabling officers to avoid the biases that are frequently criticised in policing practices. By utilising literature review and document analysis methods, this article examines existing policing models and demonstrates the importance of evidence-based approaches in improving INP performance. It also highlights the importance of consulting and collaborating with pracademics and international institutions that have successfully implemented EBP, in order to increase the accountability and responsibility of the INP in implementing EBP. The implementation of EBP is expected to lead to positive changes in policing culture – providing more effective and comprehensive solutions based on data and scientific studies to address crime and social problems in the community.

Police reform is a critical issue in modern law enforcement as it relates to the legitimacy of police institutions. In hierarchical organizations such as the Indonesian National Police (Polri), leadership plays a strategic role in shaping reform outcomes. This study examines the role of ethical and visionary leadership in fostering internal procedural justice, officers’ self-legitimacy, and public legitimacy. Using a qualitative approach with document analysis, data were drawn from international journals, policy documents, and oversight reports. The findings show that ethical leadership strengthens organizational fairness and transparency, which enhances internal legitimacy and public trust. The study concludes that sustainable police reform requires leadership transformation alongside structural changes

This study aims to evaluate the crisis communication strategies used by the Indonesian National Police to manage the high-profile Ferdy Sambo case, which negatively impacted the institution's reputation and public trust. By analyzing media coverage from August 2022 to March 2023, this research employs a post-positivistic paradigm and qualitative methods, including interviews with key personnel, to understand how the Indonesian National Police executed its crisis communication strategy. A summative evaluation approach is also used to assess the effectiveness of these efforts through public feedback, media responses, news analysis from kompas.com, and internal evaluations. Additionally, the study explores the role of internal organizational communication in aligning management actions with institutional objectives. The findings reveal both strengths and limitations in the strategies the Indonesian National Police applied, highlighting successful approaches used to repair and improve public perceptions of the institution, with the importance of transparency, rapid responsiveness, and consistency in communication. This study concludes with recommendations to enhance public relations practices, such as press or media relation strategy to sustain and build the institution’s reputation.

Public trust based on service quality in organizations assumes that high public trust influences people to follow government policies, respect the law, and strengthen democracy and social stability. Conversely, low public trust can influence people to reject government policies, doubt the integrity of government institutions, and weaken democracy and social stability. The results of this research article explain public trust based on the quality of service in the police institution. Data, information, and knowledge regarding the locus of the Makassar City Resort Police (Polrestabes) were obtained through observation, interviews, and focus group discussions. The data were analyzed descriptively-qualitatively. The results of the study found that the quality of digital-based public services implemented in the institutions studied was able to change the image of the people served. A positive image of the community is built from the provision of physical evidence (tangibles) that meets expectations, empathy that underlies the desire to serve (responsiveness), and attention and ethics of moral behavior (assurance) in providing services to build trust (reliability) and positive appreciation as a form of external responsibility (accountability) from institutions to service recipients. The dimensions of the quality of public services are actualized in several main aspects as the basis of public trust in the Indonesian City Police Resort (Kapolrestabes) with high levels of achievement, namely in the dimensions of responsiveness, professionalism, transparency, community involvement, as well as security and justice. The performance of these institutions has an impact on increasing public trust in the Indonesian National Police (Polri), both individually and institutionally. With the development of digital technology emerges the ‘No Viral No Justice’ Phenomenon, wherein law enforcement is oftentimes influenced by the virality of a case in social media. The phenomenon gives new challenges for law enforcement institutions especially The Indonesian National Police (INP) which creates a new perspective of the legal process that runs effectively due to the public’s spotlight. This research aims to analyze the influence of this phenomenon on law enforcement by INP, the role of police leadership in managing public pressure and social media opinion, and strategic moves to increase transparency, accountability, and public trust. This research uses qualitative methods by focusing on viral case analysis. The research shows that ‘No Viral No Justice’ influenced the case handling priority, increasing transparency and accountability thanks to public surveillance, conversely emerging hasty investigation, manipulation of opinion, and disinformation. Thus, the INP’s leadership needed an effective strategy for public communication and adaptive crisis management. To increase public trust, the INP suggested strengthening open communication, applying an integrated reporting system, utilizing digital communication, creating a special unit for viral cases, and improving training and public collaboration.

The use of organic firearms by the Indonesian National Police (Polri) in securing National Vital Objects (Obvitnas) and Certain Objects within the jurisdiction of Bali Regional Police (Polda Bali) is conducted in a strict and structured manner. Authorization must follow an official hierarchical process, beginning with the officer’s request and requiring approval by the Regional Police Chief (Kapolda) through the Director of Intelligence and Security (Intelkam). Requirements include a written request, assignment letter, firearm control card, and firearm passbook, along with field verification of the applicant and the condition of the weapon. Firearms may only be used in situations involving an actual threat to life, preceded by mandatory warnings and with full accountability for every action taken. Misuse of firearms is considered a serious offense, subject to administrative sanctions such as demotion or dismissal, and criminal penalties under Law No. 12 of 1951 on Unauthorized Firearm Possession and the Indonesian Penal Code (KUHP), including Articles 351, 338, and 359. Legal proceedings are conducted in general courts without exception. Strict supervision and regular evaluations are carried out to prevent misuse. Firm and transparent law enforcement is essential to maintaining professionalism and public trust in Polri.

This research is motivated by the need to improve job satisfaction among Indonesian National Police (Polri) members to support organizational performance, professionalism, and public trust. A deeper comprehension of the elements affecting members' job satisfaction, especially career risk perception and career development, is necessary due to organizational transformation, professionalism demands, and career development relationships. Hence, this study analyzes the relationship between career perception and career development toward job satisfaction among police members at the Yogyakarta Regional Police. A quantitative approach was employed via a questionnaire survey distributed to 298 respondents using random sampling. Data were collected online using a 5-point Likert scale and analyzed through multiple linear regression to examine both partial and simultaneous effects of independent variables on the dependent variable. Results indicate that career risk perception has a positive and significant relationship with job satisfaction. Career development similarly shows a positive and significant relationship with job satisfaction. These findings suggest that members’ sense of security, stability, and career opportunity positively affect satisfaction, while a planned, transparent, and competency-based career development system fosters work motivation, organizational loyalty, and individual performance. This study implies that optimizing career management and career risk perception should be prioritized in Polri human resource policies, as improved career management is expected to raise job satisfaction, thereby enhancing organizational performance, service quality, and sustained public trust in the institution.

ABSTRACTScholarly journals, especially in non‐English‐speaking countries, may perform very different functions depending on whether they are published for national or international audiences. Four hundred and sixty‐six academic physicians and non‐academic general practitioners in Croatia were surveyed on their knowledge about two Croatian medical journals: Liječnički vjesnik (published in Croatian) and Croatian Medical Journal (published in English). The physicians were also surveyed about the importance of all national and international journals published in Croatia, and the types of articles they thought should be published in these journals. More respondents rated national (n = 329, 72.6%) than international journals (n = 275, 63.5%, P < 0.001, Wilcoxon test) as very important for the medical profession. On the other hand, publishing in international journals was more often rated as important than publishing in national journals (n = 184, 42.5% vs. n = 125, 27.8%; P < 0.001, Wilcoxon test). Guidelines for clinical practice were rated as the most important publication item in national journals, and original scientific articles in international journals.

The quality of argument in the discussion section determines the quality of a journal article because in this section authors must argue convincingly so that readers may accept and use their new knowledge claim. This study aims to determine the differences in argument strategies and linguistic realizations in the discussion sections of unaccredited local, accredited national, and reputable international journals in English by Indonesian writers in the field of Language Teaching. The research method used was descriptive qualitative and quantitative research methods (mixed-method) in analyzing differences in argument styles and linguistic features of the discussion sections of the journal articles. Sixty articles were analyzed using the genre-based text analysis method following Swales (1990) and Dudley Evan (1994). The results show that the argument strategies of articles in local, national, and international journals have important differences. The main differences are the discussion sections in the international journals are much longer in word count and use much more references than the local and national journals do. Also, unlike international journal articles, the majority of local journals use an incomplete argument strategy while national journal articles use a semicomplete argument strategy. Yet another difference is that international journal authors tend to use non-integral citations more frequently while local and national journal authors prefer using integral citation types. The similarity among the three journal articles is that the majority of the authors tend to use present tense and past tense in their discussion section rather than present perfect tense and future tense.
