Abstract
Parliamentary delimitation commissions have redrawn South African electoral constituencies at regular intervals, and according to strict instructions. The results have been severely criticized but provision for variations in the size of electorates is built into the statutes controlling the Commissioners. Bias of a territorial nature has been a marked feature of the system, but its extent is limited, suggesting that other causes must be sought for the markedly unequal contests in South African elections.
