Abstract

The USSR Council of People's Commissars and the Central Committee of the VKP(b) [All-Union Communist Party (Bolsheviks)] consider that the level of training of personnel in the higher school still remains unsatisfactory. In organizing new higher educational institutions and in developing old ones, the most important condition for the work of these institutions has often been lost sight of, namely, providing them with appropriate scientific-pedagogical personnel, laboratories, study rooms, and libraries; as a result, the level of instruction in a number of higher educational institutions differs little from that of the secondary school (or technicums).
