Abstract
ABSTRACT This paper examines critically the progress made so far by Museveni's government towards Uganda's recovery from its past socio-economic and political woes, and concludes that, on balance, the progress has been impressive. However, in order to sustain the momentum of such a progress and, at the same time to withstand future challenges arising, as has been in the past, from the already politicized cultural segmentation in the country, the paper recommends that Uganda should embark on a political model of “consociationalism.” Such a model not only promotes proportional representation among major segments within society, through a grand coalition government, but it also protects vital interests of minority groups.
