Abstract

Guided by the Eight-Character Policy centering around adjustment, people in the countryside have implemented different types of production responsibility since the Third Plenum of the party's Eleventh Central Committee. Especially with the revival of farm produce free markets in the cities and trade fairs in the countryside, opening of long- and short-distance transport, and permission for individuals to make handicrafts, provide catering services, peddle, and process agricultural and sideline products, the temporary movement of the rural population has accelerated.
