Abstract
It is shown that many center excitations are responsible for the universal low energy spectral properties in arbitrarily ensemble of defect centers with an internal degree of freedom. the universality means the quasiuniform distribution in the energy and the logarithm of the tunneling amplitude together with the disappearance of the dependence on the initial defects parameters.
