Abstract
“Are there restrictions on transborder data flow in your country?” This question is often put to me. For a while I would quickly respond “No, Canada has not enacted rules governing transborder data flow the way that certain European countries have done”. But in many ways this is a meaningless response to a poorly formulated question. What this article seeks to do is to give some suggestions on how to formulate the question better in order to elicit a more meaningful response.
