Education, which is a fundamental social right, has been the subject of discipline by all Brazilian Constitutions. The objective of this work is to systematize and analyze the financing system of this right in the 1988 Constitution. For its proper development it is necessary that we identify the context in which education has developed in Brazil, so that the reflection is performed considering the historical, social, and economic aspects of each period, and the impact that changes made by the Constitutional Amendments 14/1996, 53/2006, and 59/2009 have produced in the attainment of education by the Brazilian State.
