Abstract
Abstract Born in Chengtu, Szechwan, on December 19, 1919, of missionary parents, Small spent his first fifteen years in China. He returned to Canada to study at the Ontario Agricultural College and, after wartime naval service, at the University of Toronto. He joined the Trade Department in 1949 and served as Canada's assistant commercial secretary at the Hague. In 1955, he was transferred to the External Affairs Department, specializing in economic work and Asian affairs. He served as trade commissioner in Hong Kong. Prior to his appointment as Canada's ambassador to China in May 1972, Small was ambassador to Pakistan.
