Abstract
Given a non-null (algebraically general) electromagnetic field, there always exists a (non-inertial) reference frame in which there is locally no energy flow. The general form of such a reference frame is obtained in the present paper, and it is shown that the vacuum Maxwell equations can be reduced to a single equation for one complex scalar potential. Some simple illustrative examples, such as Bessel beams and optical vortices, are worked out within this formalism.
