Abstract

The beginning of this year was marked by a big event in the life of the Soviet higher institution. The USSR Council of Ministers approved the Regulations on the Higher Educational Institutions of the USSR. More than half a century ago the Soviet regime proclaimed the genuinely democratic principles of education formulated by Lenin. Since then these principles have been the unshakable foundation of the higher institution. Higher education in the USSR, state the new Regulations, is free, on the principle of the equal right of all citizens of the USSR to an education, regardless of race, nationality, sex, property and social status, and religion, on the basis of the broad development of the culture of the peoples of the USSR, national in form and socialist in content.
