Modernization of Educational Activities at the Training and Production Center of LLC “Gazprom Transgaz Kazan”
The purpose of the study . In the context of the dynamic development of technologies and the tightening of requirements for industrial safety in the gas industry, the system of continuous training and professional development of personnel is of particular importance. The training and production centers of companies such as LLC “Gazprom Transgaz Kazan” are a key link in providing enterprises with highly qualified personnel. However, their effectiveness directly depends on their ability to adapt to modern challenges, including digitalization, cost optimization, and increased flexibility in the educational process.The purpose of the study is to conduct a comprehensive analysis of the current state of educational activities of the training and production centers of LLC “Gazprom Transgaz Kazan” and to develop a scientifically based action plan for its modernization aimed at improving the quality of education, reducing costs and introducing advanced educational technologies. Materials and methods . The study is based on data from the internal reporting of the training and production centers for 2021-2025. Methods of comparative analysis, expert assessment of the material and technical base, educational and methodological support and personnel potential of the center were used. Results . A set of measures for the digital transformation of the educational process is proposed as the main vector of modernization. For the practical implementation of the proposals, a detailed roadmap has been developed for the period up to 2027, structured in five stages with an assessment of risks and deadlines. The expected result of the implementation is the creation of a flexible, technologically advanced and cost-effective educational environment that meets the company’s strategic goals in the field of quality and industrial safety. Conclusion . With the implementation of the proposed measures, it is expected to increase the effectiveness of educational activities and improve the quality of professional training of employees.

Subject. This article deals with the issues of improving the professional competence and skills of financial monitoring specialists within the framework of enhancing the activities of the national anti-money laundering system (AML/CFT). Objectives. The article aims to identify the main areas of development of the national system of financial monitoring personnel training and the creation of an educational framework in this field. Methods. For the study, we used the systems approach, methods of comparative analysis, and the historical and logical unity principle. Results. The article offers recommendations to create an integrated educational space of the EAEU in the field of AML/CFT and the main directions of development and improvement of the Russian system of training and retraining of personnel in this area. Conclusions. In the context of the digitalization of the economy and the rapid development of financial technologies, it is necessary to constantly update the methods and tools for training personnel for the national financial monitoring system, including the expansion of cooperation between Russian universities and organizations that train and retrain AML/CFT specialists, as well as strengthening the positions of the International Training and Methodology Center for Financial Monitoring (ITMCFM) and the International Network Institute.

Modern personnel training and retraining system is a guarantee of NPPs safe reliable operation. Since the time when independence of Ukraine was proclaimed personnel training system was created directly at NPPs. This system is based on the latest legislation framework, developed subject to IAEA recommendations, gained international experience in the field of personnel training in view of increased demands to personnel qualification. Training Centers, formed at each plant, form one of the main components of NPP personnel training. Personnel training at Training Centers is performed in accordance with standard programmes. Simulator training base was created by joint efforts of specialists from the USA, Russia and Ukraine. Establishing manager training system and replacement reserves for National Nuclear Energy Generating Company 'ENERGOATOM' (NNEGC 'ENERGOATOM') managerial personnel, including training programme and training materials development, teacher selection and training, is under way.

Нині навчання та тренажерна підготовка персоналу в енергетичній галузі України має значні недоліки, що не дозволяє виконувати повною мірою зобов’язання перед міжнародними організаціями. У статті обґрунтовано важливість використання сучасних веб орієнтованих технологій для підвищення кваліфікації оперативно-диспетчерського персоналу в енергетичній галузі України. Описано особливості створення навчально-методичної бази для системи підготовки та підвищення кваліфікації оперативно-диспетчерського персоналу в енергетиці з метою формування й підтримки ключових компетентностей оперативного персоналу. Розглядаються переваги застосування розподіленого середовища для організації навчання і тренажерної підготовки оперативного персоналу за допомогою засобів моделювання режимів роботи електроенергетичних систем (ЕЕС) у віртуальному центрі. У результаті проведеного дослідження обґрунтовано навчально-методичну базу, структуру та функції віртуального науково-навчального центру для підвищення кваліфікації персоналу в енергетичній галузі України, який виконує такі функції: контроль знань, тренажерна підготовка, формування ключових компетентностей. Подано основні компоненти дистанційних курсів (ДК) з використанням спеціалізованих програмно-моделюючих систем для тренажерної підготовки персоналу в енергетиці. Тематика пропонованих ДК складається з лекцій, практичних занять та семінарів, передбачає проведення консультацій з викладачами і самостійну позааудиторну роботу персоналу у вільний або в робочій час. Важливим практичним аспектом в авторських ДК є використання інформаційно-програмного забезпечення для стійкого формування в персоналу енергетичної галузі ключових компетентностей зі швидкого розпізнавання умов виникнення аварій та, за необхідності, швидкої ліквідації їх наслідків. Це дозволить оволодіти знаннями та практичними навичками для розв’язання задач аналізу, моделювання, прогнозування та візуалізації даних моніторингу режимів роботи великих ЕЕС. Отже, для підвищення кваліфікації персоналу в енергетичній галузі України було розроблено і впроваджено: віртуальний науково-навчальний центр (ВННЦ) та забезпечено його наукову підтримку; розроблено та впроваджено ДК для організації змішаного навчання персоналу; розроблено та впроваджено повнофункціональний режимний вебтренажер (ПОРТ). Використання персоналом у галузі енергетики ВННЦ дозволить створити систему підготовки персоналу найвищої якості.

Introduction. Worldwide integration, the forthcoming entry of Russia into the World Trade Organization (WTO), development and improvement of the Production Sharing Agreement legislation (PSA), the energy dialogue "Russia - USA", "Russia - Western Europe- not only give evidence of the objective coincidence of interests in the energy sphere, but assume the further expansion of oil and gas business cooperation. This means, on the one side, further liberalization of the world labor market, access and participation of foreign specialists in oil and gas projects implementation, increase in oil and gas equipment importation, more intense transfer of advanced technology and technical services. On the other side, industrial safety requirements for the competence of oil and gas personnel are becoming more rigorous worldwide. And the technical and technological progress in particular that one dealing with oil and gas offshore shelf and deep water development, is steadily enhancing this trend. It is known that improvement in personnel competence and qualification is one of the key components of an efficient industrial safety system in oil and gas industry. In Russia the basic normative legal act for industrial safety is the Federal Law "Industrial Safety of Hazardous Production Facilities". This law's requirements have been developed and detailed by the "Safety Regulations for Oil and Gas Industry". The realization of the appropriate normative regulation, and also special permission, control and supervision functions in the field of industrial safety is assigned to the Federal Mining and Industrial Supervision of Russia (the Gosgortekhnadzor of Russia), being a federal executive authority. The Tyumen Department (I am honored to be at the head of) is a territorial agency of the Federal Mining and Industrial Supervision of Russia. The Department is operational in the territory of the Tyumen Oblast, Khanty-Mansiysk Autonomous Okrug, Yamal-Nenets Autonomous Okrug in Western Siberia where approximately 90 % of gas and 60 % of crude oil are produced in Russia. One of the functions carried out by the territorial agency is to control the training of personnel working at hazardous production facilities. Thus, the problem I would like to dwell on, is within my professional interests. Main Body - Problem. Under the "Safety Regulations for Oil and Gas Industry" currently in force: "Persons who have special education and have passed examination in the field of industrial safety, can be authorized to supervise over the works on drilling, maintenance and repairs of wells, in-well geophysical works, as well as on production and preparation of oil and gas. This provision should be applicable to foreign specialists as well". *1. "Only drillers and specialists who have passed the course "Control of wells. Monitoring of wells with gas, oil and water shows" in the specialized training centers and holding the corresponding licenses can be admitted to works at the wells with probable gas, oil and water shows. Attestation and retraining of such specialists should be done at least once in three years.

In the current aviation industry’s demand for excellent service personnel surge, this paper emphasizes the importance of physical training for college aviation service personnel to improve the image of individuals and companies. To this end, this study is oriented to the employment needs of aviation enterprises, creates the “9C cooperation” physical training and nurturing model, and establishes a detailed set of physical training quality evaluation index system. Taking University S as a case study, the data were collected through questionnaires, and factor analysis was applied to comprehensively assess the quality of training and nurturing of aviation service talents. Combined with the IPA analysis model, this paper further explores the correlation between corporate satisfaction and importance and the physical training system. The study results showed that the total variance contribution of the four main factors to the quality of physical training and nurturing was as high as 91.33%, while the overall score of the quality of training and nurturing was 3.153. The importance and satisfaction of enterprises to the quality of form training are distributed in a high range, showing that the training system needs to be further improved. Therefore, colleges and universities need to refine the teaching objectives and contents to ensure that the quality of physical training for aviation service talents can meet the actual needs of aviation enterprises and promote the industry’s overall development.

Internal training takes an important place in the personnel management system in organizations, ensuring the necessary level of competence of employees. The set of systems of in-house training of enterprises makes the labor potential of the country more adaptive, which is desirable taking into account the constant changes in market conditions. Society is interested in the constant improvement of working conditions. The increase in the standard of living as a whole determines the increase in the level of demands on the employer from the population, which also affects the organization of work with personnel. The subject of the study is the process of in-house training of personnel at the enterprises of the hotel and restaurant business. Methodology of the study is based on the involvement of the company's specialists for the development of training plans in other areas, for the implementation of the mentoring project, as well as in the implementation of the research results for their use at other enterprises. The purpose of the work is to analyze and improve systems of in-house personnel training. The theoretical significance of the research lies in the development of ways to improve the system of internal training of personnel at the enterprises of the hotel and restaurant business. The practical significance of the study lies in the development of practical recommendations for the use of a model for improving the system of in-house training of personnel at the enterprises of the hotel and restaurant business. Value/originality. A general idea of the system of in-house personnel training is presented. In the terminology of the work, training was defined as a purposeful process of organizing the activities of those who study with the acquisition of knowledge, abilities, skills and competencies, the acquisition of activity experience, the development of abilities, the acquisition of experience in the application of knowledge in everyday life and the formation of motivation for obtaining education throughout life. Internal training is defined as a systematic process of formation and development of professional skills, knowledge and abilities of personnel, necessary for improving the functioning of a specific firm, carried out by the firm's own forces on the basis of stimulation and development of employees' competencies. The specifics of the functioning of the internal training system at the enterprises of the hotel and restaurant industry have been studied. It was found that the specific features of in-house training in such organizations are the possible presence of their own training centers and programs, the presence of a significant budget for training, the geographical distance of hotels from training centers, the economic attractiveness of remote forms of training and mentoring. The main stages of the process of in-house training are considered, including in relation to the enterprises of the hotel and restaurant business. At the stage of personnel training planning, the need for personnel training is determined, the training goals and their quantitative characteristics (evaluation criteria) are determined. At the same time, the main participants in the process are management employees who create the regulatory and target aspects of the internal training system. At the stage of implementation, it is envisaged to identify the employees who will be trained, organize training and directly conduct training (application of personnel training methods). Students pass a test based on the results of their studies. Control and evaluation of training involves its monitoring and comparison of results with the specified criteria.

Introduction: the adoption of the Federal Law “On Strategic Planning in the Russian Federation” and the Guidelines for the development and adjustment of the regional socio-economic development strategy in the Russian Federation updated the research in the field of regional strategic planning, including those related to the methodological and informational support of strategies. However, there are no works that comprehensively analyze the problems of information and methodological support at each stage of the regional strategy development. Aims: the paper is to analyze the problem issues in information and methodological support of the regional socio-economic strategy and to identify information flows, sources, methods and information products for information storage and processing at key stages of its development. Methods: system analysis method; structural method; comparative analysis method; expert method. Results: the problem areas in the informational and methodological support of regional strategies at the analytical, goal-setting and the scenario stages have been assessed. For each stage the necessary information and its sources, storage and processing data methods, as well as the existing information products for data processing have been identified and structured. At scenario stage, a brief analysis of the applicability of certain forecast methods was carried out for accuracy, objectivity, adaptability to changes, universality, and applicability to the regional strategy. Conclusions: the formation of an effective system of regional strategic planning faces a number of significant organizational, informational, methodological problems, partly due to the fact that the Guidelines for developing regional strategies do not provide for informational and methodological support at each stage of regional strategy formulation. The Guidelines need adjustment in regard to the methodological tools for processing information at each stage, including the use of mathematical modeling methods at the scenario stage.

Background . The Law of Ukraine "On Critical Infrastructure" defines the task of ensuring the security and resilience of critical infrastructure. The practice of implementation of the Law provisions shows the need to introduce a system of education and training of personnel in this area. The observed tendencies of increasing of the range of threats to critical infrastructure, in particular during armed conflict, only emphasize the urgency of raising the level of knowledge and skills of personnel in this area. The purpose of the article is to review potential formats of education and identification of fields of knowledge and specialties within which it is appropriate to reflect issues of critical infrastructure protection in the educational process. Among the important tasks of the article are: a review of research on the problems and the practice of implementation of the educational process in this field, an analysis of legislative and organizational opportunities for the introduction of educational programs, a review of higher education standards and programs, identification of basic competencies of graduates and program results of studies in this area. Methods . There were used methods of theoretical-methodological and comparative analysis for the developing conceptual approaches to the organization of education process on the issues of security and resilience of critical infrastructure. The system-functional analysis of the tasks of the subjects responsible for critical infrastructure protection was used to determine the fields of knowledge and specialties in which it is appropriate to train specialists. Methods of system analysis to form a list of program results of training in this area. Results . The article proposes a methodical approach to determining the necessary competencies, knowledge and skills of the personnel of the subjects of the national system of critical infrastructure protection. The list of specialties in which it is expedient to train specialists by higher education institutions of Ukraine has been defined. A set of competencies and program learning outcomes have been developed, which could serve as basic for developing educational standards and educational programs. A set of educational disciplines is offered that can be a component of the educational process in selected specialties. Conclusions . The article substantiates the legislative conditionality and scientific and practical relevance to establish the system of specialists training in the field of critical infrastructure protection. Though, the training system can cover various forms and methods of training, at the current stage of development of the national critical infrastructure protection system of Ukraine, it is advisable to introduce separate educational programs within the framework of existing educational programs of defined set of specialties. There has been developed the competencies and program outcomes for graduates. A set of educational disciplines that can be a component of the educational process in selected specialties is also proposed. In future, it is necessary to continue research on the development of specific educational programs on the security and resilience of critical infrastructure for various specialties.

This paper is the result of a study on the current situation in Romania regarding education and training on the occupational safety and health in the offshore industry. This study was conducted within a European project, which, among other things, has as intellectual outputs, identifying the main requirements related to learning needs and competencies and identifying the similar safety and health training courses for offshore industry at European level. Romania has transposed the European Union legislation in the area of minimum requirements for the safety and health of workers in the offshore industry and has an adequate institutional framework aligned to the Community requirements in the field. In Romania, there are no special occupations and explicit requirements for occupational safety and health specialists in the offshore industry. But, there are some training centers, which offer theoretical and practical courses regarding safety and health for those graduates or professionals who wish to pursue a professional career in the offshore industry. Also, some universities provide diplomas, courses or training related to the offshore industry.

Introduction. The implementation of the strategic goal of Russia’s entry into one of the five largest economies in the world actualises the research aimed at identifying conditions for improving the quality of human capital, one of which is the creation of an integrated system of training and professional growth of scientific and scientific-pedagogical personnel.The aim of the present research was to substantiate the statement that the strategy of reforming higher education in Russia leads to the loss of tacit knowledge in higher education as a basis for determining the quality of educational and scientific activities. This process has a negative impact on the formation of the system of training and professional growth of scientific and scientific-pedagogical personnel (both in content and procedural aspects).Methodology and research methods. The methodological framework of the research was based on a systematic approach and an inductive method. The following general scientific methods were employed: analytical review of statistical sources and literature on the discussed issues, generalisation and comparison. The method of comparative analysis was used to assess the dynamics of changes in funding standards of universities in Sverdlovsk, Chelyabinsk regions and the Republic of Dagestan.Results and scientific novelty. The author substantiates the validity of the thesis on the loss of tacit knowledge in higher education, indirect confirmation of which is a significant reduction in the protection of PhD and doctoral theses with a significant decrease in patent activity in universities and activity to generate income from the results of intellectual activity. It is proved that the existing system of normative-per capita financing is the main “tool”, providing the loss of tacit knowledge: the level of a teacher’s workload is increased that it is impossible to carry out research related to the courses, which leads to a decrease in the quality of education. A formula for calculating the number of students, which ensures the performance of the average salary of the teaching staff at a certain number of disciplinesper teacher, is proposed. On the example of the direction “Management”, it is shown that even through annual allocation of 25 and 50 budgetary places the teacher of profile disciplines will read not less than 5 disciplines. In the absence of commercial recruitment comparable to the budget and additional sources of funding, the number of teaching staff will be reduced and the number of courses per teacher will increase. The proposals for preservation and reproduction of the personnel potential of state universities, involving the changes in the performance indicators of universities and the development of financial instruments that stimulate their achievement, are formulated.Practical significance. The materials and results of the research paper can be used by education authorities to develop the university strategy in terms of forecasting the volume of reductions in the number of teaching staff and the income that the university should receive to preserve its human resources.

Development of the oil and gas industry in the world is followed by growth of risks of accidents, precedents and dangers. The production risk of the oil and gas industry (internal for the enterprise) is connected with actions of personnel — masters, technicians, engineers of an average link. Need of abilities of riskologichesky character for personnel is recorded in educational and professional standards. At the same time the conventional attitude of personnel to situations of production risk is established that increases danger of technological processes of the oil and gas industry, provokes accidents with significant damage and human losses, updates problems of the choice of the best ways of training of personnel in actions in the conditions of risk situations. Relevant training of personnel as a part of the “training through all life” system is implemented in additional professional education which possesses necessary mobility and flexibility of programs, technologies and techniques of training for timely the answer to calls of dynamically developing oil and gas production. At the same time experience of DPO in training of personnel of an oil and gas complex for situations of production risk is insufficiently scientifically presented and studied. The purpose of the article is to present the results of modeling and implementation of training of oil and gas industry personnel to situations of industrial risk in conditions of additional professional education (DPO). I have developed a model of training of oil and gas industry personnel to situations of industrial risk, implemented in conditions of additional professional education on the basis of a systematic approach. The model is an integration of target, methodological, structural, content-technological and performance-evaluation blocks. Implementation of the model is based on interaction of “DPO-client-employer,” filling of DPO programs with up-to-date subject knowledge, orientation on digitalization and visualization of production and training processes. The pilot study involved 1,232 engineering participants. The results of the study are based on the creation and implementation of a model for training oil and gas industry personnel for production risk situations. There were positive changes in the results of training — the share of students demonstrating the ability to act independently in situations of industrial risk increased in the experimental groups from 5.94% to 21.78%.

The article examines the system of legal and regulatory framework of occupatioal safety and industrial safety for the enterprises in the coal industry. Analysis of the international and Russian legislation showed the close relationship and interdependence of safety regulation in these areas of law. A significant contribution to the development of legal regulation of the occupational safety and industrial (production) safety was made by the conventions of the International Labor Organization. In 1995, the International Labor Organization adopted the Occupational Safety and Health in Mines Convention, which sets the norms relating to both occupational health and safety. In Russia, the key legislative acts regulating relations in the areas under consideration are the Labor Code of the Russian Federation and the Federal Law «On Industrial Safety of Hazardous Production Facilities». The article provides an overview of the functions and powers of the federal executive authorities in the field of occupational safety and industrial safety, and also analyzes the types of regulations establishing requirements in these areas, and the federal norms and rules in the field of industrial safety at the coal industry facilities. Based on the conducted analysis, the following conclusion was made: organizational and technical requirements for occupational safety are in systemic unity with the industrial safety requirements established in federal standards and regulations. Other occupational safety requirements aimed at ensuring a system for preserving the life and health of the employees in the process of work should be established in the Occupational health and safety rules for the employees in the coal industry.
