Abstract

The tasks of the situational analysis of the operational situation are considered in the context of providing information and analytical support to the managerial activities of the head of the territorial body of internal affairs, both in the course of his daily activities and in cases of expected or sudden complications of the situation. Simultaneously with real management activities, the use of game simulation methods is also considered, within which various game situations are created and resolved, which is one of the most effective ways to prepare officials for their management activities. It presents approaches to the problem of processing and analyzing multidimensional information generated in the process of implementing operational activities of the internal affairs bodies. At the same time, internal affairs bodies are considered as an element of the public administration system, which is a complex multi-level, hierarchical, active and developing organizational system, with implicit goals of existence, poorly structured tasks, operating under difficultly predictable environmental conditions and with varying intrasystem factors. In this regard, the content of the term “operational environment” is disclosed, which is in its essence a complex quantitative and qualitative characteristic of the conditions of functioning of an internal affairs agency, which describes both external factors prevailing in the service area and internal factors of existence of the organizational structures under consideration, including organizational staff building, all types of resource support, as well as work results.Taking into account the peculiarities of the functioning of the internal affairs bodies, it is proposed to use the methods of situational analysis in relation to the assessment of the operational situation. For this, its formal model has been proposed, which allows using the methods of factor analysis to ensure the formation of adequate conclusions from the assessment of the operational situation and the construction of analysis-based forecasts of its development. As a possible software implementation, use of Microsoft Excel tools and functions for analysis, collaboration and data management is considered.
