Topicality. Nowadays, the national service area forms the economy of the state, country, its regions. It becomes an important factor of the stable development of the hotel sphere in modern hospitality industry structure. As one of highly profitable economy sectors, the modern hospitality sphere is the leading direction of socio-economic development of Ukraine. A number of factors restrains the development of the hotel economy in Ukraine, such as: disadvantages of the financial and banking system, limited solvency of the population, political situation in the country, deficient tax system, COVID-19 pandemic. One of the important ways to optimize the technological process in the hotel business is the rational use of resources. The aim of the study is to establish and disclose the factors of influence in means of elaborating conceptual foundations of the hotel projecting functioning. Research methods. The research is carried out by studying legislative acts of Ukraine, scientific publications on hotel projecting, statistics data, and expert assessments. Results. The main theoretical and practical results that determine the novelty and practical significance of the study highlight the picturing of the sequence of actions in the development of conceptual hotel projecting principles. It can be presented in the form of such chain series: mission → hotel practical philosophy → type → category → purpose → comfort level → choosing a residence and meal system. Conclusions and discussion. The importance of using the hotel conceptual projecting of comprehensive information is established. This concerns some factors that affect the hotel establishment functioning, as well as coordination of this information with value and targeted business installations, namely the missions of foundation and operation of the hotel establishment functioning, which bases on the formation of the hotel concept-project, and, additionally, on the principles that can be oriented on the use in operational management of the put into operation hotel in the future.

Currently, the national sphere of services forms the economy of the state, country, regions, is becoming an important factor in the stable development of the hotel industry in the modern structure of the hospitality industry. The modern sphere of hospitality, as one of the highly profitable branches of the economy, is the leading direction of socio-economic development of Ukraine. The development of the hotel industry in Ukraine is constrained by a number of factors, such as: shortcomings in the financial and banking system, limited solvency of the population, the political situation in the country, the imperfect tax system, the COVID-19 pandemic. During the development of the concept, the decisive factors that influenced the design and development of a 5-star luxury hotel with 70 rooms in Solomyanskyi district of Kyiv were the features of the district, namely: geolocation, infrastructure, land cost, environmental comfort, etc. Thus, an important area of optimization of the technological process in the hotel business is the diversification of production, which is associated with the expansion of production capacity of the hotel business through the rational use of resources. The purpose of the study is to establish and disclose the factors of influence on the development of conceptual foundations of hotel design. The research was conducted by elaborating legislative acts of Ukraine, scientific publications on hotel design, statistical data, expert assessments. The main theoretical and practical results that determine the novelty and practical significance of the study are to determine the sequence of actions to develop conceptual principles of hotel design, which can be represented as the following chain: mission ® practical philosophy of the hotel ® type ® category ® purpose ® comfort level ® choice of accommodation and food. It is established that the importance of using in the process of conceptual design of hotels comprehensive information on the factors influencing the activities of the enterprise in the hospitality industry, coordination of this information with the values and objectives of the business, namely the mission of creating and operating a hotel business. and principles that in the future will be focused and used in the operational management of the already commissioned hotel. A comparative analysis of accommodation facilities, including the pricing policy of the number of rooms, restaurants and the type of kitchens. as well as service facilities of Solomyansky district. The analysis of potential consumers of hotel services is presented, such as: cultural and leisure, spa services, trade services and business services. Such 5 * luxury hotels meet the existing and potential demand for hotel and business services. With the provision of appropriate business services of proper quality and optimal price, you can solve the problem of finding a place to stay, relax and business.

Principles of environmental management as a basis for the formation of a culture of rational use of resources

Introduction. The analysis of the causes of environmental offenses on the part of military personnel in terms of violating the requirements of environmental legislation allows us to assert that the ability to perform organizational, managerial, production and technical measures for the rational use of resources should be formed during training at a military university. The relevance of this work is associated with the insufficient implementation of the didactic principle of the connection between the theoretical foundations of military ecology taught at the university and practical situations of military service that require the implementation of measures to ensure environmental safety.Problem statement. In this regard, there is a need to improve the methods of teaching applied aspects of military ecology in the management of natural resource and environmental relations by forming the environmental component of military-oriented professional competencies. The purpose of this article is to develop and present a methodological approach to the formation of a system of generalized knowledge and skills among cadets as the basis of the environmental component of military-oriented professional competencies in terms of conducting rational use measures. The achievement of this goal is possible on the basis of the implementation of the principles of environmental management and the psychological and pedagogical foundations of the ecologization of professional education. The expected result of the implementation of the methodology is an increase in the rational nature management culture.Methodology of the study. During the preparation of the article methods of generalization (of pedagogical experience and experience of military specialists) and modeling in the course of determining educational strategies were used, and a pedagogical experiment was also conducted, including checking the formation of cognitive, affective and behavioral components of the culture of rational use of resources. Results. The article defines the components of the culture of rational use of resources that underlie the created competencies; presents a model for the implementation of the principles of environmental management on the example of the formation of methods of rational use of water resources; provides examples of the implementation of content-activity relationships in the educational process of a military university; justifies the criteria and presents the formulations of tasks for assessing the quality of achieving an educational result; describes the results of the first year of implementing the methodology in educational practice.Conclusion. The materials of the article may be of interest both for scientific and pedagogical staff of military universities, as well as for graduate students and undergraduates studying in pedagogical specialties.

ERP system as a tool for ensuring the rational use of company resources

The use of ERP systems is becoming an integral part of business information support and allows enterprises to rationalize the use of resources. The purpose of the article is an in-depth analysis of the use of ERP systems in the activities of enterprises, identification of the advantages and limitations of their practical application, which allow the development of ERP systems on the basis of technological, organizational and cognitive convergence to meet the changing needs of modern business. The study used the methods of case analysis, synthesis, and graphical visualization of information. The paper develops the applied aspect of certain areas of modern institutional economic theory, in particular the theory of evolutionary economics. Attention is focused on how the factor of technological progress affects the transformation of company management due to the principle of bounded rationality. The study summarizes the practice of using ERP systems and analyzes the relationship with the processes of convergence of information, communication, management, and cognitive technologies. The factors of rational use of resources based on ERP system data for four types of operating models of companies are identified. They are identified depending on the level of standardization and integration of business processes. Integration contributes to the rational use of resources through the automation of routine processes but requires several business units to use common practices for working with information in terms of its receipt, registration, storage, confidentiality, and distributed access. Standardization brings cost savings and efficiency by unifying and speeding up business processes but limits the ability to transform individual processes to adapt to rapid changes in the environment. The results of the study will help enterprises when implementing or transforming ERP systems to determine their desired configuration, in accordance with business needs, while maintaining the required level of adaptability of business processes. The results will also be useful for researchers conducting comprehensive studies of the impact of information technology on business operations. Technological advances mean that ERP systems continue to evolve and integrate with other technologies, such as artificial intelligence, the Internet of Things, and machine learning, to provide businesses with valuable context that transforms information into unique knowledge, which outlines the prospect for further research.

Problems of Development in Hotel Restaurant Business in the Period of the Current Circulation

Relevance of the research. The article presents the results of the study at the state and prospects of the hotel and restaurant business in Ukraine in the current political and socioeconomic conditions. The subject of the study is the dynamics of hotel and restaurant business development in Ukraine and its regions. The aim of the article is, firstly, to determine the main factors influencing the efficiency of the functioning of hotels and restaurants, and secondly, the formulation of practical recommendations on this basis, aimed at the dynamic development in the industry. Methodology of investigation consists in the elaboration of legislation in Ukraine, scientific publications on the hotels and restaurants activities, data of state statistics, expert assessments of managers of enterprises of the hospitality industry. The main results of the article are the essence and mechanism of the influence in various factors on the development of the domestic hotel and restaurant business are revealed. Conclusions . The research has shown that a significant reduction in solvent demand for hotel and restaurant services in the current crisis is a major challenge for the hospitality industry. The regional features of the hotel and restaurant activity are analyzed. The conditions for the dynamic growth of the hospitality sector, in particular the growth of real incomes, business activity, and the restoration of tourist flows, are determined. An important factor in the development of hotel and restaurant business is the deepening of the international integration in Ukraine with the countries of the European Union. The article proposes the creation of a mechanism for effective partnership between enterprises of the hospitality industry, leading universities and the state (local governments), which will facilitate the introduction of innovations, attract investments in the development of the industry, the creation of new jobs in hotels and restaurants.

Strategic planning in the forest sector developed timber-producing countries as a key tool for the rational use of natural resources

The problem of rational use of resources is a priority for all mankind, which is confirmed by the presence of many national and interstate programs in the field of environmental management, resource conservation and improving the efficiency of environmental management. Forest complex play a special role in the rational use of natural resources. Forestry has a long process of reproduction, so a set of measures for the use, safety, integrity, reproduction of forests and the balance of the forest resources market conjuncture is necessary. A long-term national strategy is needed to achieve sustainable economic growth. Canada, Sweden, Finland, Latvia, Belarus, and China have national strategies for the forest sector development on 10-20-50 years. The strategic planning process in the forest sector is ambiguous and controversial; it includes the coordination of different interests of actors and economic-mathematical modelling, assessment of the effectiveness of environmental management and resource management. The research objective: strategic planning analysis in the above-mentioned countries forest complex in the context of natural resources rational using. The following factors were identified: the sequence of making economically significant decisions by the State; the strengthening role of the public in the decision-making process on the forest resources rational using.

The national interests of the state are to ensure socio-economic development based on the efficient and rational use, protection and reproduction of land resources in the production of organic products, as well as maintaining a healthy environment. This determines the urgency of harmonizing national policies in the field of reorganization, modernization and development sectors of the economy, and in the provision of services with policies on environmental protection, rational use of natural resources, public health, the formation and use of mechanisms to address these problems, taking into account the situation and the laws of a market economy. This article examines the process of agricultural production taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. The processes of development of organic food products in Ukraine were considered, as well as the essence and meaning of the concept of “organic products”. The expediency of organic production is proved and the factors of influence of organic products on society are considered. An effective way to improve the condition of soils and lands, increase their fertility in the future. The importance of crop rotations for improving the efficiency and fertility of land resources of Ukraine has been established. Purpose. Creating a market for organic products and proposals for the rational use of land resources. Results. The essence and concept of organic products are revealed. The process of agricultural production is studied taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. Proposals for improving the efficiency of land use, improving the condition of soils and lands, increasing their fertility in the future. The national interests of the state are revealed, which are to ensure socio-economic development based on efficient and rational use, protection and reproduction of land resources in the process of organic production, as well as maintaining a healthy environment. Conclusions. The urgency of creating a market for organic products and improving the efficiency of land use and creating sustainable systems of organic production that contribute to the preservation of ecosystems and gradually improve soil quality, which is an integral part of environmental and economic policy, which ensures rational use, protection and management of land resources , is important. In this context, the organization of rational and efficient land use includes creating the best conditions for organic production, reproduction and protection of soil fertility, increasing its role in agricultural production, scientifically sound interaction of soils with other natural factors, ensuring the development of the most complete and correct criteria, methods and techniques. Scientifically substantiated alternation of crops and vapors in time and territory or only in time (rotation) in advance according to a defined plan, and is accompanied by an appropriate tillage system. Thanks to the crop rotation system – a systematic increase in yield, provides the largest production of agricultural products per unit area with the lowest financial costs and labor, and ensures the rational use of land resources in the production of organic products.

CONCEPTUAL PRINCIPLES OF HOTEL AND RESTAURANT BUSINESS DEVELOPMENT

BACKGROUND AND OBJECTIVES. In Ukraine, not all issues relating to modern theoretical, methodological and applied foundations of enhancing the development of hotel and restaurant business are covered. There is a need for in-depth scientific research of theoretical aspects of the formation of methods of organizational and financial resource provision of tourism development at the national and regional levels, the definition of priorities and determination of ways to improve the efficiency of management of the complex use of the rich recreational and tourist potential of Ukraine.METHODS. Methodology of scientific research are general scientific and special research methods: dialectical method of research of processes and phenomena in their interrelation and development, system-structural analysis (when studying the conceptual foundations and systematization of methodical approaches to management of development of hotel-restaurant business); methods of group analysis and statistical approaches, economic-statistical methods, comparison (when analyzing social and economic preconditions, opportunities and motives of development of hotel-restaurant business), methods of analysis of the economic and social situation (when analyzing social and economic preconditions, opportunities and motives of development of hotel-restaurant business).FINDINGS. The elements of functional support for the development of domestic hotel and restaurant business are substantiated.CONCLUSION. The study of domestic hotel and restaurant business, in particular the regional market of tourist services, is based on the assessment of the environment of market activity. It involves the use of a comprehensive approach to the application of theoretical and applied foundations of sectoral and territorial analysis and aims to form the leading levers of development of hotel and restaurant business.

The purpose of the article is to diagnose the current state and determine the main trends in the development of the hotel and restaurant business in Ukraine, to assess the investment attractiveness of the hotel and restaurant business in the process of financing its development. Russia's full-scale invasion of Ukraine on February 24, 2022 threatened not only tourism in Ukraine, but also the international travel sector, which has just begun to recover from the losses caused by the Covid-19 pandemic. The tourism sector, which began to confidently recover in January 2022, significantly narrowed the opportunities for full-scale growth as early as March 2022. Both inbound and outbound tourism in Ukraine are under threat. The hotel and restaurant business as a component of the tourism industry of the domestic economy was considered, the main trends of its development, the level of investment attractiveness and prospects for further development in Ukraine were determined. Ways to solve problems with the aim of transforming the hotel and restaurant business into a highly profitable branch of the domestic economy are proposed. Sources of funding for the further development of the country's hotel and restaurant business have been determined. The current state of investment activity in the hotel and restaurant sector is analyzed through a study of the volume of capital investments made in it. The development of the tourist business in Ukraine during the martial law, which even ensured an increase in tax revenues to the country's budget, was studied. It was determined that the hotel and restaurant business of Ukraine needs constant investments to maintain competitive positions on the market, increase the level of satisfaction of consumer demand for services that meet world standards in terms of assortment and quality. The analysis of statistical data shows a steady trend of reduction in infrastructural tourism resources, and therefore, the volume of services of this sector of the economy. Such a general and regional trend gives reason to talk about the need to introduce organizational and economic measures to intensify activity. Investigated potential investment opportunities of hotel and restaurant business enterprises. A complex of measures of state regulation and improvement of management of the industry is also proposed in order to activate the development of the hotel and restaurant business. The state influences the intensification of investment activity by developing the appropriate institutional base, without which the functioning of the investment sphere is impossible, namely, the organization of investment-oriented funds, the creation of a network of consulting firms, state scientific organizations, conducting scientific research, and establishing the work of small and medium-sized business training centers. It was determined that in modern conditions of operation, it is necessary to form and implement an investment policy for the development of the hotel and restaurant industry, which would include such important components as: mechanisms of state regulation of this industry; resource provision and preferential financing of development; organizational and functional support of management processes; informational and methodical support of the industry.

IDENTIFICATION OF COMPLEMENTARY ZONES IN THE CHAIN “ENVIRONMENTAL TAXATION – RATIONAL NATURAL USE – ECONOMY SHADOWING – NATIONAL SECURITY”

Environmental and economic challenges of the modern era require innovative approaches to ensure sustainable development for the state. The interdependence between the rational use of natural resources, tax policy, and economic transparency is a decisive factor in preserving ecosystems and biodiversity while ensuring long-term economic stability. The purpose of the article is to validate and substantiate the complementarity that arises from the de-shadowing of environmental taxes, promoting rational natural resource management, and ensuring national security. The study justifies the complementarity arising from de-shadowing environmental taxes, stimulating rational natural resource use, and enhancing national security. Trigger points of environmental taxation's impact on rational resource use, de-shadowing, and national economic security were identified. Using tools like VOSviewer, SciVal, Google Trends, and Google Books Ngram Viewer, three types of bibliometric analysis were conducted: exploring terms such as "Environmental tax" and "De-shadowing"; "Environmental tax" and "Rational nature management"; and "Environmental tax" and "National security." The bibliometric tools confirmed the chain’s complementarity: "environmental taxation – rational natural resource management – economic de-shadowing – national security". Specific instruments used include SciVal by Elsevier (validating the relevance of the study and the topic’s importance across disciplines), VosViewer (demonstrating the strong interconnections among the categories and pinpointing their trigger points of influence on environmental taxation), Google Trends (highlighting the growing relevance of environmental taxation through the lenses of national security, de-shadowing, and rational resource use) and Google Books Ngram Viewer (providing statistical insights relevant to the research context). The findings significantly contribute to developing effective state policies in environmental protection, optimizing tax systems to encourage ecological responsibility, reducing economic shadowing, and improving national security.

The need for organizational design of effective forms in the manufacturing industry, determined by modern imperatives to enhance the use of endogenous potential, taking into account the capabilities of circular models, puts forward innovative solvates operating on the platform of circularity among such associations. This is explained by the fact that the main principle of their functioning is resource efficiency as a consequence of the rational organization and use of the internal resources of the participants, as well as the rational symbiosis between them. The methodological platform of this study, in addition to the basic, system-wide ones, includes the principles of waste-free, resource-efficient, inclusive, and resilient. The work takes into account the results of a targeted analysis of modern approaches of Russian and foreign scientists specializing in issues of economic content and the role of circular models in the rational use of the resource potential of subjects of integration formations in regional industry; an interpretation of their opinions is given based on such circularity criteria as inclusivity and resilience. Taking into account the fundamental principles of interaction between participants in solvates based on circularity, this article examines the issues of increasing the rationality of the resource symbiosis of participants. The latter seems possible to the authors through the selection of optimal options for the interchangeability of their potentials in cases of irrational (ineffective) use or identification of limiting components of resource potential in the context of achieving local goals in the subsystems of the alliance and/or the global goal of the association. The article proposes a set of simulation models, the use of which allows the formation of such alternative scenarios for goal-oriented redistribution and replacement of resources of solvate entities in close conjunction with the target settings of each stage of a single technological chain for creating added value. Verification of the models is carried out using the example of industrial associations in the south of Russia, substantiated by the authors in previous publications as innovative solvates that meet the criteria for content, organization of distribution and use of resources, as well as the principles of a circular economy. Various scenarios for the mutual substitution of resource potentials of participants were calculated in accordance with different options for the pricing policy of the solvate.

The applicable laws place the highest value on the rational use of energy resources in the sphere of energy saving and energy efficiency in the Russian economic development. However, there remains legal uncertainty in terms of direct levers of the promising and rational use of energy resources. The legislator maintains “qualified silence” in this matter, the judicial practice is contradictory and ambiguous in the issues of acknowledgment of irrational behavior of energy market participants, there is no standard of proof. Along with these stagnation processes in legal support of the rational use of energy resources, the legislator piles up new constituent elements of administrative offenses and criminally punishable acts in the energy security sphere. Such instruments fail to deliver the desired results in form of the establishment of the rational use of non-renewable energy resources. Renewable energy resources in the context of legal support of the rational use are out of the question as there is no respective framework law. That’s why the author concludes that it is needed to establish a legal model of the rational and safe use of energy resources (legal compliance).

Rational Use of Aquatic Biological Resources of the Atlantic Ocean for the Sustainable Economic Development of Russia

The concept of the “blue economy” reflects the recognition of the exceptional role of the oceans and seas for the world community. The rapid degradation of aquatic ecosystems and the depletion of their resource base due to an increase in environmental and economic burden inevitably have an impact on the well-being and health of people living in coastal countries. With the increase in the scale of oceanic fishing, there was a growing understanding of the need to study and preserve the living resources of the oceans. This was facilitated by a number of objective factors and, above all, the desire of all States involved in the exploitation of aquatic biological resources to create conditions for the sustainable, maximum possible, rational use of these resources. In order to preserve living marine resources for most areas of the world Ocean, including in the Atlantic, international legal acts have been prepared and signed. As a result, international fishing organizations were created for almost every district: fishing commissions, scientific councils, scientific committees, etc. The main task for our country in the research and extraction of aquatic biological resources of the Atlantic Ocean in modern conditions is to protect the interests of optimal Russian fishing at the international level. This is possible by evaluating aquatic biological resources on a strict scientific basis and developing recommendations for their rational use, taking into account the Concept of the “blue economy”, the requirements of international conventions and bilateral treaties. In total, in the oceanic regions of the Atlantic, the domestic fleet can annually extract about 1.0 million tons of aquatic biological resources without damage to the oceanic ecosystem. Rational Use of Natural Resources: The Concept and Legal Criteria

The article examines the concept of use of natural in Environmental Law. It has been shown that both in law and in legal science, the concept is unreasonably used in the following meanings: sustainable use of natural resources, the use of natural resources that does not make their exploitation difficult, the use of natural resources that does not entail violation of the legislation, etc Two common legal criteria for the rational use of all natural resources have been identified: (1) achieving maximum efficiency of their use at the current level of the technique and technology development (2) with such a level of negative impact that the environment can handle itself On the basis of the named criteria, the rational use of any natural resources suggests understanding of the use of natural resources characterized by maximum efficiency in terms of the balance of private and public interests in environmental law in compliance with the current level of technological development and the extent of the negative impact that the environment is able to cope with itself because of its assimilating capacity The article defines legal differences between rational use of natural resources and their sustainable use. Also, it formulates additional legal criteria that separate the rational use of renewable and non-renewable natural resources An additional legal criterion for the rational use of renewable natural resources includes enhancement of sustainability of natural ecological systems, natural and natural-anthropogenic objects. Additional legal criteria for the rational use of non-renewable natural resources include: their most efficient use and/or extraction; their economical consumption with minimum losses at the current level of technology development It is suggested that the rational use of renewable natural resources means the use that results in strengthening natural ecological systems sustainability, natural and natural-anthropogenic objects. CERTIFICATION OF EUROPEAN HOTEL BUSINESS SUSTAINABLE DEVELOPMENT: CRITERIA, PROGRAMS, ADVANTAGES AND PROBLEMS

Objective. The objective of the article is to determine the criteria, programs, advantages and problems in the field of certification of sustainable development of the European hotel business. Methods. In the research process, the following general scientific methods and methods of cognition are used: methods of scientific abstraction, analysis and synthesis (for the study of theoretical aspects of the certification of sustainable development of hotels, consideration of international certification criteria, certification programs for the hotel industry at the international and national levels, European certification programs, determination of the main limitations and problems in the field of certification of the European hotel business), systematic generalization (to determine the features and advantages of the certification of the European hotel business, the practice of implementing sustainable development approaches in European hotels, directions for solving the problems of the certification of sustainable development of European hotels). Results. According to the results of the research, the criteria for evaluating the implementation of sustainable development approaches by hotels are determined, which include the demonstration of effective sustainable management, the maximization of social and economic benefits for the local community and the minimization of negative consequences, the maximum increase of benefits for cultural heritage and the minimization of negative impact, the maximization of benefits for the environment and minimization of negative impacts. International and European level certification programs for the hotel industry are considered. The advantages of certification of the implementation of sustainable hotel development approaches have been identified, including recognition of hotel business actions, customer attraction, efficient use of resources, reputation improvement, and compliance with standards. Problems in the field of certification of sustainable development of European hotels are singled out, in particular insufficient financing of certification programs to limit excessive dependence on the contributions of certified institutions, prioritization of the environmental dimension with an emphasis on cost savings, lack of connection between certifications and tour operators that contribute to the development of sustainable tourism, ignorance of users regarding the certification of sustainable development, the implementation of certification in hotels solely for the purpose of advertising, which does not involve sustainable management, the existence of a large number of tourism certifications with limited transparency in their processes, which makes it difficult for users to understand their real value from the point of view of sustainable development, difficulties in attracting new and especially in maintaining the certification of already certified institutions. The directions for solving the problems of certification of the sustainable development of European hotels (improvement of financing, expansion of awareness and educational programs, improvement of cooperation and coordination, implementation of innovative technologies and approaches for the sustainable development of the hotel industry) have been determined, which will contribute to the improvement of environmental, social and economic indicators of the hotel business, and therefore and achieving the global goals of sustainable development.
