Misperceptions of the Halal Certification Policy: Challenges of Micro, Small and Medium Enterprises Development

This research discusses the understanding of business actors toward halal certification policies and halal production processes, which are often considered less important. This is a major challenge in developing micro, small, and medium enterprises (MSMEs). The research focus includes three aspects: (1) how MSME actors perceive the halal certification policy; (2) how they view the halal concept in the production process; and (3) strategic steps to overcome these misperceptions. This research uses a qualitative approach with purposive sampling to select informants based on certain criteria. Data were collected through a narrative approach, which aims to explore individual experiences related to halal certification policies. The results show that in-depth education on the importance of halal certification, both as a legal obligation and a strategy to increase competitiveness, is needed. A more inclusive and participatory approach in policy formulation can increase the involvement and understanding of MSMEs. Thus, education, technical support, and simplification of certification procedures are expected to help MSMEs undergo the halal certification process more confidently. To improve product quality, expand market access, and strengthen competitiveness sustainably.

The development of Micro, Small and Medium Enterprises (MSMEs) in Teluk Majelis Village, Tanjung Jabung Timur Regency has not been able to develop, this is evidenced by the average number of MSME workers every year does not increase, the number of customers is increasing. did not increase and the number of sales did not increase. .. This is because most of the MSME actors have limited working capital, poor management of business capital, unfavorable entrepreneurial characteristics, and poor financial bookkeeping. There are two problems examined in this thesis, namely (1) Does business capital, entrepreneurial characteristics, and quality of financial reports jointly (simultaneously) affect the development of micro, small and medium enterprises (MSMEs) in Teluk Assembly Village, Tanjung Jabung Regency East. (2) Do business capital, entrepreneurial characteristics, and the quality of financial reports themselves (partially) affect the development of micro, small and medium enterprises (MSMEs) in Teluk Majelis Village, Tanjung Jabung Timur Regency. The objectives of this study are (1) To determine the effect of business capital, entrepreneurial characteristics, and the quality of financial reports simultaneously on the development of micro, small and medium enterprises (MSMEs) in Teluk Majelis Village, Tanjung Jabung Timur Regency. (2) To determine the effect of business capital, entrepreneurial characteristics, and the quality of partial financial reports on the development of micro, small and medium enterprises (MSMEs) in Teluk Majelis Village, Tanjung Jabung Timur Regency. This study uses a descriptive method with a quantitative approach. The data collection instruments in this study were observation, interviews and questionnaires. Sources of data used are primary data and secondary data. The informants in this study were the owners of MSMEs in Teluk Majelis Village, Tanjung Jabung Timur Regency, totaling 23 MSMEs. From the results of the research conducted, it can be concluded that (1) There is an effect of venture capital, entrepreneurial characteristics and the quality of financial reports together (simultaneously) on the development of micro, small and medium enterprises (MSMEs) in Teluk Majelis Village, Tanjung Jabung Timur Regency. (2) There is an effect of business capital, entrepreneurial characteristics and the quality of financial reports individually (partially) on the development of micro, small and medium enterprises (MSMEs) in Teluk Majelis Village, Tanjung Jabung Timur Regency.

This research aims to find out and analyze how and how much Location, Capital Availability and Risk towards the development of micro, small and medium enterprises (MSMEs) in Medan Polonia sub-district (Case study of Tofu and Tempe MSMEs in Kel. Sari Rejo, Kec. Medan Polonia). The research method used in this research is a quantitative descriptive approach. The type of data used is primary and secondary. The subjects in the research were Tofu and Tempe MSMEs in Kel. Sari Rejo, Kec. Medan Polonia and the objects of this research were 32 respondents. The test tool used in this research is SPSS 20.0 to test classical assumptions, multiple regression analysis, and hypothesis testing. Based on the results of the hypothesis test, namely the t test, it shows that location has a positive and significant effect on the development of micro, small and medium enterprises (MSMEs). Capital Availability has a positive and significant effect on the development of micro, small and medium enterprises (MSMEs). Risk has a positive and significant effect on the development of micro, small and medium enterprises (MSMEs). And the results of the F test show that the Location, Capital Availability and Risk simultaneously have a significant effect on the development of micro, small and medium enterprises (MSMEs) with an F Prob value of 0.0000. The results of this test show that Location, Capital Availability and Risk variables contribute 73.9% to the development of micro, small and medium enterprises (MSMEs) variable.

The development of small and medium enterprises (SME) at a satisfied level can be achieved only through the application of knowledge and best practices that are developed at private sector, considering as their main derivation - the creation of new work places. The purpose of this paper is that even in our theory and practice to be provided modern concepts regarding the management of small and medium enterprises and regarding the business decision making. Small and medium enterprises can be considered as engines for the creation of new working places, in other words, can be considered as incubators for innovation and entrepreneurship. But in many poor countries, small and medium enterprises are not considered as the main players in the local ecosystem, which makes many of them operating outside the formal legal system and which phenomena results in the increase of informality and in the decrease of productivity. In addition, the condition becomes harder as they lack the funding and the long-term capital which on the other hand are the basis for the creation and function of companies. The development of SMEs is considered as the basic generator of economic growth. This development should be based on the advantages which should be further developed and on the obstacles and weaknesses, which, through strategies and means of economic policy, must be overcome and revitalized. Based on our studies, in the overall context of this work can be conducted the structuring of SMEs and the process of making business decisions in Kosovo. The focus of the analysis in this paper is the creation of friendly conditions for the development of small and medium enterprises towards employment policies and structural reforms, institutional market economy, generating of new work places. The necessity of these actions lays on the fact that in Kosovo exists a very large army of unemployed youth. The world today is undergoing through a global financial crisis which had started in the United States in 2008 and which has spread all around the globe. It can be said that this global financial crisis has been the longest that this world has recognized. For this reason, to the government of any country is added one more task, which is even more difficult, that through its policies to do the impossible in order to overcome this crisis and to send the respective country towards economic development, more specifically towards the development of the small and medium enterprise which in turn will have an impact on the decrease of unemployment. In addition, the purpose of this study would be to identify the current situation of small and medium enterprises, their structuring and their components in Kosovo.

Dynamics of Entrepreneurship Education and Small and Medium Enterprises (SMEs) Development in North Central Nigeria

This study sought to determine entrepreneurship education and small and medium enterprises development in North Central, Nigeria. The nonchalant entrepreneurial attitude and intention of youths and individuals in the society has posed a lot of challenges leading to slow development of small and medium enterprises, with the resultant effects of poor economic growth and development. The specific objectives of the study were to: (i) Ascertain the extent to which entrepreneurship vocational training affects products development of small and medium enterprises in North Central, Nigeria; (ii) Determine the extent to which entrepreneurial skill acquisition enhances productivity of small and medium enterprises in North central, Nigeria; (iii) Determine the extent to which entrepreneurial networking affects market expansion of SMEs in North Central, Nigerian. On the conduct of the study, the survey design was used. The target population of the study was 17,973 consisting of all staff of private enterprises (including owner-founder) that are registered with the various state ministries of Trade, Commerce, Industry, and Tourism in North Central, Nigeria. A sample size of 377 was drawn from the population using Krejcie and Morgan sample size determination. Bowley’s proportional statistical technique was used to determine the proportional allocation of questionnaire to the number of enterprise and staff in each state. The instruments used for data collection was the mixed method: which is quantitative (structured questionnaire) and qualitative (interview) method. Face and content validity, a panel of management experts in the department was used to critiques the validity of the instrument. The instrument was checked for reliability using Test-retest method and the results computation was carried out using Spearman Ranking Correlation Coefficient of test-retest results and a value of 0.98 indicated a high degree of item consistency. The hypotheses were tested using Pearson product moment correlation technique for hypotheses one and two; simple linear regression for hypothesis three. The findings revealed that: To a large extent entrepreneurship vocational training enhances products development of small and medium enterprises in North Central, Nigeria (r=.979, p<0.05): Entrepreneurial skill acquisition enhances productivity of small and medium enterprises in North Central, Nigeria (r=.949, p<0.05). Based on the findings of the study, it was recommended that there should be more government and private sector involvement in the concept of entrepreneurship education; more so, policy makers and implementers should see entrepreneurship as a pivot engine that steers the economic hub of any nation to a virile and greater height. More importantly taking a turn from the “Asian tigers” economy, that has strategic turnaround was from entrepreneurship development.

Economic Business Sustainability and Strengthening Human Resource Capacity Based on Increasing the Productivity of Small and Medium Enterprises (SMEs) in Makassar City, Indonesia

The dynamics of urban development coupled with economic growth have contributed positively to the development of small and medium enterprises (SMEs). Optimizing the utilization and strengthening of the capacity of SMEs’ human resources will encourage increased productivity of economic enterprises and the sustainability of small and medium enterprises (SMEs). This study aims to analyze (1) strengthening the capacity of human resources (HR) of small and medium enterprises to work as a determinant of increasing the productivity of small and medium enterprises (SMEs) and labor absorption; (2) the effect of strengthening the capacity of human resources (HR), business productivity, technology utilization, and business diversification on the sustainability of small and medium enterprises (SMEs); and (3) optimizing the role of government in supporting business development, increasing productivity, business stability and sustainability of small and medium enterprises (SMEs). This study uses a sequential explanatory design approach. Data were obtained through observation, in-depth interviews, surveys, and documentation. Qualitative analysis in this study was carried out through a process of data reduction, data presentation, and conclusion drawing, while the quantitative analysis in this study uses quantitative descriptive analysis, correlation, and multiple regression. The results showed that strengthening the capacity of human resources, coupled with the use of technology, and followed by diversification of business, had a positive contribution to increasing the productivity of small and medium enterprises (SMEs). Furthermore, strengthening human resource capacity, business productivity, technology utilization, and business diversification simultaneously have a positive and significant correlation to the sustainability of small and medium enterprises (SMEs) with a determination coefficient of 72.3%. This study recommends that government policy support through strengthening human resource capacity, increasing business productivity, technology utilization, and business diversification have an impact on the sustainability of small and medium enterprises (SMEs) in Makassar City, Indonesia.

The development of Micro, Small and Medium Enterprises (MSMEs) requires legality and halal certification to ensure safety and compliance with regulations. This service activity was carried out to increase awareness and facilitate MSME owners in Sumenep, in obtaining a Business Identification Number (NIB) and halal certification through the Sehati Program based on self-declare. Service activities go through several stages, starting from surveying MSME data collection, socializing the importance of legality and halal certification, direct assistance in making NIB and assisting the halal certification process. The results of this service activity show an increase in understanding and awareness among MSME owners in Sumenep about the importance of legality and halal certification. And some MSMEs managed to get NIB and and get a halal certificate issued by BPJPH. This program has succeeded in increasing awareness, understanding and legality of MSMEs which ultimately supports the growth and sustainability of their businesses. As well as improving the quality and competitiveness of MSMEs at the local and national levels.

ABSTRACTPurpose — This research aims to find out and explain the implementation of policies for the development of micro, small and medium enterprises (MSMEs) in improving business competitiveness in Kendari City and to describe the effectiveness of the policies for developing micro, small and medium enterprises (MSMEs) in increasing business competitiveness.Design/methodology/approach — This research uses a narrative qualitative approach. Data collection techniques used are interviews, in-depth observation, and Snowball sampling.Findings — The results of the research found that the implementation of policies realized through training programs in the effort to develop micro, small and medium enterprises (MSMEs) to have competitiveness was not maximized due to the lack of follow-up (evaluation) of the programs that had been implemented, the existence of MSMEs that have not gained understanding after participating in training such as financial report management, inadequate human resources (HR), no special expertise to conduct financial management assistance, and the absence of product service center.Practical Implications — The effectiveness of the policies will determine the improvement of business competitiveness for micro, small and medium enterprises (MSMEs). Originality/value — This research presents the case of the implementation of policies for the development of micro, small, and medium enterprises (MSMEs) in Kendari City, which might impact the improvement of the workers’ business competitiveness.Keywords Policies, MSMEs, Competitiveness.Paper Type research paper (case study)

The general objective in this community service activity is to assist MSME actors by providing training and practical knowledge of management science in financial management and the use of financial technology which has an impact on the development of Micro, Small and Medium Enterprises (MSMEs). The method used is the method of collecting data and delivering direct material as well as simulations and consultations on financial management and the use of financial technology in the development of Micro, Small and Medium Enterprises (MSMEs) which have an impact on the welfare of the community. The results of this community service activity in the effort to assist and develop MSMEs show that the use of Fintech by MSME actors can facilitate financial transactions such as payment methods for buying and selling products that are already digital, digitally storing funds becomes practical and fast, and also making it easier for MSME actors in seeking funding/business capital. The conclusion of this community service is that MSME actors can better understand and apply simple financial management methods and take advantage of financial technology to achieve prosperity and development of Micro, Small and Medium Enterprises (MSMEs).

Lack of understanding of financial records can cause owners to have poor asset management skills. Apart from that, taxes for MSMEs are another problem for business actors. The existence of demands from the government regarding halal certification also means that business actors who sell food and drinks are required to obtain halal certification. The aim of this activity is that business actors can compile simple records of the business carried out, know their tax obligations, and be able to calculate the amount of tax paid themselves. Participants are expected to be able to have halal certification for their businesses, especially businesses with food and beverage products. Community empowerment was carried out in Madiun Regency on 26-27 July 2023. Participatory Action Research (PAR) is used in this community service. Community empowerment is carried out through skills training, counseling, and development of micro, small, and medium enterprises (MSMEs). In this method, participants will make and learn from changes made in the training process. Simple bookkeeping training, MSME taxation, and submission of halal certification are the three sessions that make up the activities. In conclusion, MSME owners still need financial records written on paper, and most still need to try to record them. Most participants have small gross receipts or businesses with gross receipts of less than Five hundred million per year, so companies are not subject to MSME tax. Participants' enthusiasm grew when they helped apply for halal certification.

Challenges in the Halal Industry Ecosystem: Analyzing the Halal Certification Process for Micro, Small, and Medium Enterprises in Lombok, West Nusa Tenggara

This article examines the challanges of the halal industrial ecosystem by studying halal certification for MSME (Micro, Small, and Medium Enterprises) in Lombok. Halal certification has a good impact on small and medium businesses in Indonesia. Although previous research indicates that the proportion of halal-certified micro, small, and medium enterprises (MSMEs) in Lombok is still under 20%, this figure is steadily increasing, allowing for open competition. This article employs a qualitative methodology with a socio-legal economic analysis approach. Data were gathered through interviews with MSME business owners, Muslim consumers, and halal policy makers in Lombok. The findings reveal that halal certification plays a crucial role in enhancing MSME operations and promoting the development of halal tourism in Lombok. However, the complexity of halal certification requirements and the obstacles MSME faces in Lombok must be ruled out effectively. By increasing knowledge, understanding, and awareness of MSME actors regarding halal certification rules and improving administrative processes related to halal certification, MSME in Lombok will better utilize the market potential for halal products. This research aims to find out effective strategies in increasing the awareness of the Kebagusan Village community about the importance of halal food certification for MSMEs. This research is a case study with a qualitative approach. The data sources used in this research come from interviews and various literature journal articles relevant to the research topic. The data analysis method used is thematic analysis. Halal food certification is the most important thing in the food industry, especially for Micro, Small and Medium Enterprises (MSMEs). The knowledge of the people of Kebagusan Village regarding halal certification is generally still limited, where halal certification is understood as a process of examining raw materials, production processes, and product quality control systems to ensure halalness according to established standards, but many only know the extent of getting a halal logo without understanding its broader benefits. The main factor hindering MSMEs in this village from pursuing halal certification is a lack of knowledge and socialization, with many businesses not fully understanding the procedures and benefits and seeing it as a formality. Minimal socialization, especially through social media which is less accessible to older MSME players, is also an obstacle. Therefore, strategies to increase awareness of halal certification including socialization, counseling and education are very important.

In facing the challenges of the global economy, one of the economic pillars that survives in the midst of changing flows is Small and Medium Enterprises. With a variety of regional potentials owned by North Kolaka, it is expected that the existing Small and Medium Enterprises can develop by maximizing the potential that exists in North Kolaka Regency. This study aims to analyze and describe the Development of Small and Medium Enterprises (SMEs) in North Kolaka Regency. The research approach used was qualitative.This reseacrh is action research or known as participatory action research (PAR). The results of the study show that the development of small and medium enterprises in the district of North Kolaka still relie heavily on access provided by the local government through the services of Cooperatives and Small and Medium Enterprises including access to capital, market provision and increased human resource capabilities.

The Medan City Micro, Small and Medium Enterprises (MSME) and Cooperative Service in collaboration with the Halal Product Guarantee Agency (BPJPH) supports the existence of a halal certificate guarantee for MSME actors in the city of Medan. Currently, to implement all of business activity, there is a need for halal certification guarantee management so that MSME business actors can better understand how important a halal certificate is to a business. Indonesia's population is a Muslim-majority country and a potential market for various halal products. The percentage of the number of micro, small and medium enterprises is high. For example, micro businesses can be represented at 98,79%, small businesses 1,11%, while medium businesses 0,09%, and large businesses only 0,01%. This data is based on the 2013 Ministry of Cooperatives and Small and Medium Enterprises and from the total of these business units, micro, small and medium enterprises (MSMEs) act as business drivers in Indonesia. However, the guarantee of a halal certificate issued by the Ministry of Religion is considered to be very difficult for Medan City MSME actors to obtain due too many requirements that must be met by the business actors themselves. The guarantee of a halal certificate is expected to be a spirit to awaken and excite the development of the halal industry in the country, especially North Sumatra. Halal Product Assurance certification and supervision services also consistently apply the principles of integrity, transparency, and avoid all kinds of extortion and gratification.

The method in this research is this research is a descriptive observational research on Micro, Small and Medium Enterprises (MSMEs) in Magelang City and Temanggung City. The results show that MSMEs have used social media in developing their business, especially in product introduction and marketing.
