Abstract

Abstract How do metropolitan area mayors and city councilmen stand on new governmental organization approaches to areawide problems? After defining three basic models, the results of a survey of local officials in the San Francisco Bay metropolitan area are presented and analyzed. Less than a third of those interviewed favored a strict local control model, although there was no consensus among the majority as to the exact combination of metropolitan, state, or federal roles favored.
