In addition, the implementation and promotion of the marine strategy has further improved the development of marine manufacturing industry. However, there is still a big gap between the domestic marine manufacturing industry and the marine power, which urgently needs to be upgraded. Based on this, this paper first introduces the theoretical basis of the transformation and upgrading of the marine manufacturing industry, then studies the measurement and evaluation of the comprehensive effect of the transformation and upgrading of the marine manufacturing industry, and finally gives the promotion strategy of the comprehensive effect of the transformation and upgrading of the marine manufacturing industry.
