Abstract

Communities across the United States are faced with meeting the multiple regulatory requirements of the Clean Water Act, often while dealing with perennial budget challenges. Although water and wastewater infrastructure typically has dedicated funding sources, stormwater programs are often funded out of a community's general budget. This lack of dedicated funding can make it challenging to manage a stormwater program as well as identify and select the key projects and processes to implement.
