Abstract

Information on women in leadership roles in corrections between 1940 and 1980 is limited. This study describes Martha E. Wheeler's experiences in women's correctional facilities where programming was based on the tenets of the nineteenth century Women's Reformatory Movement. Wheeler promulgated a new direction toward equality in the women's comtional institutions by her revision of their operational standards. The conclusion recommends a new approach to management of female offenders.
