Introduction. The armed conflict in Ukraine calls into question the achievements in sustainable development, environmental safety and international cooperation of European countries. Educational institutions are responsible for promoting sustainable development in all areas of their activities and society. Given Ukraine’s aspirations to integrate European standards of quality of life and implement the principles of sustainable development, it is of particular importance to study the long-term and successful experience of the European Union with its further adaptation to the national economic context. The purpose of the article is to identify sustainable development marketing initiatives in higher education institutions of Ukraine. The methodological basis of the study is the analytical and empirical principles, which involve synthesis, modelling, historical and logical analysis methods. The methodology is based on an empirical review of scientific developments on marketing issues and cultural initiatives for sustainable development. The results of the study confirm the hypothesis that marketing of an educational institution has a positive impact on sustainable development in the country. The scientific novelty of the research results is that this study contributes to the growth of the sustainability discourse in the academic community and provides practical recommendations for educational institutions seeking to improve their marketing strategies in line with environmental and social responsibility goals. This article contributes to the literature by expanding the understanding of sustainability marketing in higher education and providing practical recommendations for Ukrainian higher education institutions seeking to improve their marketing strategies in line with sustainability principles. The study highlights the link between sustainable marketing, student perceptions and the performance of higher education institutions. It aims to promote positive changes towards a more sustainable future in public higher education institutions.

Održivi marketing definiran primjenom uravnoteženog pristupa koji uključuje i integrira ekonomske, ekološke i društvene ciljeve istovremeno zadovoljavajući potrebe svih dionika, uvažavajući pri tom potrebe budućih naraštaja, predstavlja fokus istraživanja ovoga doktorskog rada. Kako je utvrđen nedostatak istraživanja koja ispituju održivi marketing u kontekstu visokog obrazovanja, definirani temeljni ciljevi ovoga rada su: istražiti i oblikovati sustavan i sveobuhvatan kritički prikaz postojećih teorijskih spoznaja iz područja održivog marketinga, razviti i testirati konceptualni model za mjerenje povezanosti konstrukta održivi marketing visokog učilišta određen trima dimenzijama: promicanjem i obrazovanjem za održivi razvoj, aktivnostima održivog marketinga te doprinosima implementacije, s uspješnošću poslovanja visokog učilišta sagledanu kroz: kvalitetu usluge i uspješnost postizanja višestrukih ciljeva te testirati postavljene hipoteze rada. Provedeno je primarno kvantitativno empirijsko istraživanje metodom ispitivanja pomoću online upitnika na uzorku od 1.663 studenata te 380 ostalih dionika visokog obrazovanja. Utvrđene su statistički značajne razlike u prosječnim ocjenama čestica mjernog konstrukta održivi marketing između studenata i ostalih dionika visokog obrazovanja. Za promatrane uzorke kreirana su dva strukturna modela, potvrđena je njihova pouzdanost i valjanost te je potvrđena multidimenzionalna struktura konstrukta održivi marketing. Primjenom metode parcijalnih najmanjih kvadrata modeliranja strukturnim jednadžbama (PLS-SEM) evaluirana su oba strukturna modela i testirani su pretpostavljeni odnosi među konstruktima. Rezultati istraživanja potvrđuju pozitivan utjecaj održivog marketinga na uspješnost poslovanja visokog učilišta, sagledanu kroz kvalitetu usluge i uspješnost postizanja višestrukih postavljenih ciljeva. Znanstveni doprinos rada proizlazi iz proširenja znanstvenih spoznaja o primjeni koncepta održivog marketinga i njegove povezanosti s uspješnošću poslovanja u kontekstu visokog obrazovanja te kreiranja novog mjernog instrumenta za procjenu razine implementacije održivog marketinga visokog učilišta.

Embracing sustainable marketing in higher education viewed through service quality

Purpose: This paper explores the application of sustainable marketing practices in higher education institutions, focusing in particular on the perspectives and experiences of students as direct users of the service. Given that sustainability has become an important issue globally, integration of sustainable principles intothe marketing strategies of educational institutions becomes imperative. It was found that the existing academic literature contains only a very limited number of studies in the area of applying sustainable marketing in public higher education institutions, despite its recognized importance. This study aims to help close this gap. Methodology: Using a quantitative research methodology, including questionnaires, this study examines student perceptions and attitudes towards the application of sustainable marketing in higher education, focusing on the quality of services. A structural model was tested, the reliability and validity of which had been confirmed previously. Partial least squares structural equation modeling (PLS-SEM) was used to examine the relationships between the constructs.Results: All direct relationships in the structural model were found to be statistically significant and positive, confirming the hypothesis that sustainable marketing of a higher education institution has a positive impact on the performance of the higher education institution when considering the quality of services.Conclusion: By highlighting the importance of sustainable marketing in public higher education institutions, this research contributes to the growing sustainability discourse in the academic community and provides actionable insights for educational institutions seeking to improve their marketing strategies in line with environmental and social responsibility goals.

EXPERIENCE OF THE WORLD’S LEADING COUNTRIES IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT OF HIGHER EDUCATION INSTITUTIONS

THE PURPOSE OF THE ARTICLE is to study the experience of the world’s leading countries in the field of sustainable development of higher education institutions in order to identify best practices and opportunities for their implementation in Ukrainian higher education institutions. RESEARCH METHODS. The following methods were used in the study: literature analysis (analysis of global practices, policies and strategies for sustainable development in higher education institutions); comparative analysis (identification of differences and commonalities in approaches to sustainable development in different countries); case studies (in-depth study of specific cases of successful implementation of sustainable development in higher education institutions); expert assessments (obtaining assessments and opinions of experts in the field of sustainable development and education); content analysis (analysis of the content of documents, reports, strategies, publications of universities and other institutions). PRESENTING MAIN MATERIAL. The concept of sustainable development is an integral part of the development strategy of both different sectors of the economy and education. The current challenge for higher education institutions is not only to provide quality knowledge, but also to ensure their own sustainability in the financial, social and environmental vectors. The world’s leading countries have developed unique approaches to implementing sustainable development in their universities, including the integration of sustainable development principles into educational programs and effective resource management. Countries with developed higher education systems are actively implementing sustainability initiatives, including energy efficiency of buildings, use of renewable energy sources, reduction of air emissions, innovations in educational processes, such as the use of technology to improve the quality of education, distance learning and e-administration. Sustainable development of a higher education institution involves the integration of three aspects (economic, social, and environmental) into the management and development of the institution. Sustainable development in education is focused on the “triangle of sustainable development”, which forms the basis for strategies to ensure the long-term sustainability of higher education institutions and promote the creation of conditions for the development of modern knowledge and competencies. The experience of leading countries in the field of sustainable development of higher education institutions was analyzed: The European Union, the United States of America, Australia, Norway, Sweden, Finland, Japan, Canada, and Australia. As part of the adaptation and further implementation of international experience in sustainable development of higher education institutions in Ukraine, the following conditions need to be met: diversify funding sources through cooperation with the private sector and international organizations; start introducing green technologies on campuses to reduce energy consumption and environmental impact; integrate the principles of sustainable development into educational programs to train specialists capable of promoting sustainable development in various sectors of the economy; adhere to the principles of social inclusiveness and sustainability. CONCLUSIONS. The experience of the world’s leading countries demonstrates the importance of a comprehensive approach to ensuring the sustainable development of higher education institutions. Economic sustainability, social inclusiveness, and environmental responsibility are integral elements of this process. Ukrainian higher education institutions can use the best international practices to formulate their own sustainability strategies: to strengthen the importance of integrating sustainable development; to use innovative approaches in education; to strengthen international cooperation and exchange of experience, which will allow for more effective adaptation of global sustainability standards to local conditions; to increase financial and political support through government grants, research programs and partnerships with private companies, which stimulates the implementation of sustainable solutions; to increase the globalization of processes that manifest themselves in the In general, the experience of leading countries in the context of sustainable development of higher education institutions serves as an important benchmark for other countries seeking to achieve a sustainable future through education and research. The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

Rectors’ Forum of Higher Educational Institutions of Ukraine and Poland

The article reports on the activities of the regular Forum of Rectors of Higher Technical Educational Institutions (HTEI) of Ukraine and Poland held at Igor Sikorsky Kyiv Polytechnic Institute. The Association of Rectors of Higher Technical Educational Institutions is a trustworthy public union. The most important achievement in its activities is the development of different methods for Ukraine’s access into European education environment. The author also underlines that the Association cooperates with leading enterprises, which enables it to encompass a vast array of common problems of higher technical education. Heads of higher technical educational institutions of Ukraine and their colleagues from Poland considered the current state, opportunities, and prospects of expanding cooperation, common challenges of Ukrainian and Polish higher technical education and way for addressing them. In the course of the discussion on European accreditation of engineering education, representatives of Ukraine and Poland signed relevant memoranda of understanding. On behalf of Ukraine, Igor Sikorsky Kyiv Polytechnic Institute offered a commitment to internationalisation and described all its elements and processes. The Forum also paid attention to the importance of international activities for an educational establishment, systemic integration of the international aspect into educational and scientific activities of a university, etc. The Forum of Rectors of Higher Technical Educational Institutions of Ukraine and Poland ended with a great concert bringing together the best performance ensembles of universities of Poland and Ukraine. Within the framework of the Forum, a special joint meeting of the Association of Rectors of HTEI of Ukraine and Conference of Rectors of Technical Universities of the Republic of Poland took place. During the Forum, some recommendations were approved aimed at contributing to the further development of educational and scientific cooperation and bringing benefits for the whole system of higher technical education in Ukraine and Poland alike. The article is devoted to the topic of management accounting by responsibility centers in public institutions of higher education. The relevance of the article is due to the need to improve the efficiency of management of public institutions of higher education. The high level of centralization of management systems of state institutions of higher education and the need to decentralize these systems requires the formation of a culture of responsibility for the results of work among the heads of structural units and the creation of a system of high-quality information support for such management. The purpose of the article is to study the classification of responsibility centers of public higher education institutions and the principles of their separation in the organizational structures of these institutions. In the course of preparing the article, general and special methods of scientific research were used, in particular, the method of content analysis when studying the essence of responsibility centers and the organization of management accounting in their context, classification when identifying types of responsibility centers of state higher education institutions, analogy and specification when substantiating the principles of forming responsibility centers of state higher education institutions. The main results of the study presented in the article include: substantiation of the relevance and feasibility of organizing management accounting by responsibility centers in state higher education institutions; classification and establishment of types of responsibility centers in state higher education institutions; substantiation of the principles of separating responsibility centers in state higher education institutions; proposals for a list of responsibility centers for a typical Ukrainian state higher education institution; main indicators for evaluating the results of the activities of responsibility centers in state higher education institutions. The results of the study are the basis for the introduction of decentralization of management in public higher education institutions in Ukraine.

Strategic improvisation and HEIs performance: the moderating role of organizational culture

PurposeThis study aims to explore the relationships between strategic improvisation, organizational culture and higher education institutions (HEIs) performance. The dynamic nature of today’s environment, increased population and demand and budget cuts have created a lot of pressure on HEIs around the world. Hence, the need for effective human resource capable of providing advanced policies for efficiency and sustainability of these institutions.Design/methodology/approachA total of 229 questionnaires were filled and returned by academic leaders from HEIs in Kano state, Nigeria. The study used partial least squares path modelling to test the hypotheses postulated.FindingsThe major findings indicate that both strategic improvisation and organizational culture dimensions have direct relationship with HEIs performance. However, only innovative culture moderates the relationship between strategic improvisation and HEIs, while bureaucratic culture and supportive culture fail to support the proposed hypothesis.Research limitations/implicationsMore studies are needed to further validate the impact of strategic improvisation (SI) on other public sector performance. Also, future studies should use longitudinal approach to establish at which stage SI has more impact on performance. Also, future studies should identify the difference that exists between units, department and faculty leaders, as some are more likely to engage in SI due to the nature of their specialization.Practical implicationsIt is obvious that HEIs performance is not only limited to organizational factors but also individual characteristics such as ability to improvise. Hence, HEIs should consider SI ability during employment to ensure efficiency, performance and sustainability. Moreover, organizational culture of HEIs needs to be updated and to be more flexible in accommodating new initiatives or failure to encourage display of such ability.Originality/valuePrevious studies especially in the for profit sector have demonstrated the role of SI and organizational culture on performance. Thus, the present study is one of the early studies in the non-profit sector, specifically the HEIs. Moreover, the inconsistent result of the previous findings necessitates the study to test the moderating effect of organizational culture.

The paper is devoted to the study of current trends in the functioning and development of higher education in the context of globalization and digitalization. A comparative analysis of the positions of Ukraine and other countries in the development of higher education according to the Global Innovation Index, as well as the level of quality of training of educational institutions graduates according to the Global Competitiveness Index. The dynamics of training of applicants in higher education institutions of Ukraine is studied and the rating of the regions of Ukraine by the number of persons receiving higher education is given. The main components of improving the functioning of the higher education system of Ukraine are described, including financial support, quality of training of applicants, information support in the conditions of digitalization, etc. The ways to intensify the development of domestic higher education institutions are substantiated. In the sphere of financing, it is advisable to study and implement the best world experience in the field of diversification of funding sources, optimal use of financial resources, the introduction of transparent procedures for evaluating the performance of higher education institutions. Emphasis is placed on the need to improve the quality, accessibility and practical orientation of educational services, promote the development of information culture and skills of using of modern information and communication technologies. It is important to intensify the participation of domestic higher education institutions in international projects, grants and programs, as well as to develop cooperation between key stakeholders in improving the quality of higher education. It is necessary to form on the basis of higher education institutions powerful research centers capable to provide expert, informational and analytical services to customers.

Leadership And Staff Organizational Citizenship Behaviour In Higher Education Institutions: A Quantitative Analysis

These institutions cannot achieve their predetermined goals without effective leadership. Leadership is an important factor in an organization. Academic leaders are pivot of change in any higher education institution. As a change agent, the success and failure of the system depend on academic leaders. Their belief and judgment about themselves, attitude towards change and policy tell in every aspect of education system. Therefore, this study examined the impact of leadership self-efficacy and change oriented behaviour on staff organizational citizenship behaviour in higher education institutions. It adopted a quantitative research design. A questionnaire consisting of 40 items was used to gather information from 420 respondents who were randomly selected across 10 different public higher education institutions in Lagos State, Nigeria. Structural Equation Modelling(SEM) was used in analysing the data collected in this study. The findings show that leadership self-efficacy, change oriented behaviour and change policy impact significantly on staff organizational citizenship behaviour. In order to improve staff organizational citizenship behaviour and performance in higher education institutions, academic leaders must display a high self-efficacy, be open to innovation, ensure effective communication and adopt friendly policy that will stimulate staff. If all these are put in place, higher education institutions will be able to achieve their set goals and respond positively to the needs of different stakeholders.

The role of distance learning technologies in the organization of the educational process in Higher Educational Institutions of Ukraine in the conditions of the large-scale armed aggression russian federation against Ukraine

2022 has been a year of huge challenge for all Educational Institutions of Ukraine in terms of their ability to quickly organization of distance version of the educational process in connection with large-scale armed aggression russian federation against Ukraine with goal to destruction of Ukraine and its people. After February 24, 2022 when Russia-Ukraine war that began back in 2014 became the large-scale war and President of Ukraine announced of martial law, the Ministry of Defense of Ukraine (MD) and the Ministry of Education and Science (MES) of Ukraine recommended of all Educational Institutions of the country to use the distance learning technologies (DLT) for further continuation educational process. That’s why Institutions Higher Education (IHE) and Higher Military Educational Institutions (HMEI) of Ukraine actively use own developments and the best developments of the world’s leading companies which work in this direction (Google, Microsoft, ZOOM, Coursera, Udemy, edX, SpaceX, hp, Vodafone, Lifecell, Київстар, etc.) to improve the quality of distance learning in the conditions of the large-scale armed aggression russian federation against Ukraine. The wide opportunities of modern information technologies for the creation of simulation models of objects and processes (flash-animation, 3-D models, educational computer games etc.) allow visualization of information and make the content of the distance courses the most understandable and interesting for students and cadets. That’s why the task of researching the role of distance learning technologies in the organization of the educational process in Higher Educational Institutions of Ukraine in the conditions of the large-scale armed aggression russian federation against Ukraine is more relevant than ever [1-7].

Student voice in the reorganization processes of higher education institutions in Ukraine

The article examines the participation of students in the reorganization processes of higher education institutions (HEIs) in Ukraine, which, despite regulatory guarantees, remains mainly formal or symbolic. The problem of insufficient institutionalization of the student voice is becoming particularly relevant against the backdrop of a large-scale restructuring of the HEI network in Ukraine. The paper uses the method of case analysis of examples of reorganizations of Ukrainian HEIs using content analysis of documents, interviews, observations, focus groups, and analysis of public discourse. The results showed that most reorganization processes are carried out without meaningful involvement of the student community, which creates risks of protest mobilization, loss of academic identity and a decrease in the quality of communication between stakeholders. In some cases, student initiatives had a decisive influence on the course of the process and its consequences. Mostly, practice shows that students mostly act not as equal participants in reorganizations, but as passive objects of change. This contradicts the principles and approaches of modern governance in the field of education declared in the laws of Ukraine and speeches of the leadership of the Ministry of Education and Science of Ukraine (participation, transparency, accountability, rule of law, consensus orientation, fairness and inclusiveness, effectiveness and efficiency). It was found that the limited or absence of mechanisms for effective participation of the student community negatively affects the perception of the legitimacy of changes, generates protest sentiments and increases distrust in administrative procedures on the part of public authorities and HEI management. Based on the analysis, a conceptual model of student-centered reorganization of HEIs is proposed, which involves the active participation of students in strategic planning, decision-making and monitoring of changes in HEI reorganizations. The article justifies the need to transition from declarative participation of students to their partnership in managing higher education transformations. The proposed conclusions can be used to improve educational policy in the context of optimizing the HEI network.

Information technology and higher education institutions (HEI) performance: the mediating role of organizational capability

Research aims: This study aims to examine the effect of Information Technology (IT) on the performance of Higher Education Institutions (HEIs) in Indonesia. Also, this study investigates organizational capability as a mediating variable.Design/Methodology/Approach: This research was conducted at HEIs covering all regions in Indonesia, namely Sumatra, Java, Kalimantan, Sulawesi, Nusra, and Bali, as well as Papua. The research sample was 368 HEIs. The data were obtained by distributing questionnaires, and hypothesis testing was conducted using the Partial Least Square (PLS) method. Research findings: The study revealed that IT positively affected organizational capability and HEI performance. Organizational capability yielded a positive effect on HEI performance. Furthermore, organizational capability mediated the effect of IT on HEI performance.Theoretical contribution/ Originality: This study contributes to the research area dealing with IT, HEIs performance, and organizational capability as a mediating variable. Practitioner/Policy implication: HEI managers should improve their IT resources to enhance organizational capability, thereby improving organizational performance.Limitation/Implication: The limitation of the study is that the data collection only used questionnaires, so the information obtained was not in-depth.

This paper aims to describe in detail the functioning of higher education institutions (IHEs) in Ukraine and to discuss some of the administrative and financial problems of higher education there. Problems in the education system naturally attract the attention of both experts and the public at large. Transition has greatly affected the demand for graduates and the quality of training and, at the same time, it has impacted on the forms and opportunities for training and research (including studies abroad), especially in Economics and related fields. This paper seeks to identify directions for reorganisation of the higher education system in Ukraine in relation to changes taking place in other transitional countries and economies. The following issues related to the administration of teaching and research and financial incentives within public higher education institutions are discussed in the paper: the structure of higher education institutions; organisation of academic work; employment and academic positions at University; traffic of academic staff; salaries and wages of academic staff; research IHEs; demand for graduates and postgraduates; sources of finance for IHEs; financial resources of public institutions and the government funds and fee revenues.

Morphology of mergers and their impact on performance and accounting metrics in HEIs: evidence from a small European country

The purpose of this study is to analyze the structural elements from mergers in higher education institutions (HEIs) of a small European country, Greece, and evaluate how merger morphology is related to performance criteria and ratios imposed by the Greek state. More specifically, this study provides a depiction of ten mergers of HEIs in Greece that were introduced by the state in order to absorb the previously existent thirteen technological educational institutes (TEIs) from Greek universities. The morphology of mergers is provided by examining several factors, such as: type of merger (merger by absorption or consolidation); type and number of entity involvement (two-partner or multi-partner); geographical area of newly formed HEIs (single-campus or multi-campus), with provision of number of campuses in different cities, etc. These merger characteristics are associated with the HEI performance in the post-merger era, and their performance is evaluated with public accounting metrics and funding on specific ratios imposed by the Greek state. The results provide evidence that public HEIs in Greece throughout the process of joining entities have demonstrated different levels of synergies after mergers, in terms of state funding, with better results for the case where there are campuses in three different cities. Also, this study supports that a state initiative for legislative intervention in HEI mergers could lead to different levels of synergies. Last, this study tries to provide new knowledge for the gap of economic impact of mergers’ characteristics of HEIs and offers an open framework for further research on a fruitful area.
