The Rebana metropolitan area is an industrial area development covering Cirebon-Patimban-Kertajati to support accelerated economic growth, especially in the West Java region. In order to minimize failures in supporting the development targets of the Rebana metropolitan area, it is necessary to carry out spatial planning with consideration of the hazard aspects in the development area. One of the aspects that need to be studied further is the dynamics of the coastal area such as coastline changes that occur due to erosion or sedimentation. Analysis of erosion and sedimentation is essential for further studies to be carried out regarding the factors that cause erosion and sedimentation and how to protect and prevent them in the future. This research utilizes remote sensing techniques and integrated geographic information systems (GIS) to identify coastline changes from 2017-2022 in the coastal areas of Subang, Indramayu, and Cirebon districts which are included in the Rebana metropolitan area. In this study, Landsat-8 satellite imagery is used to identify and quantify Spatio-temporal changes that occur in the coastal area of the Rebana metropolitan area in 6 years. The Normalized Difference Wetness Index (NDWI) algorithm is used to separate wet and dry objects which are interpreted as bodies of water and land. Thresholding the results of the NDWI algorithm along with the on-screen digitization approach was carried out for coastline extraction. The calculation of coastline changes is carried out using the Digital Shoreline Analysis System (DSAS) so that the rate of change of coastline in the study area is obtained. During the study period, the results showed that the average erosion rate in the Rebana metropolitan area was -3.66 m/year and the average sedimentation rate was +6.28 m/year, where the greatest erosion rate occurred in Kapetakan sub-district, Cirebon Regency with an average rate -7.63 m/year, and the greatest sedimentation rate occurs in Pusakanagara sub-district, Subang Regency with an average rate +24.64 m/year. Karangampel Sub-district in Indramayu Regency has 79.89%, the widest erosion area of its total coastline length, and Balongan Subdistrict, Indramayu Regency has the widest sedimentation, 91.37% of the total coastline length. The land use that is most affected by erosion and accretion in the coastal area of the Rebana metropolitan area is fishpond.

Water resources can be utilized for various human needs including household needs, industrial needs, irrigation needs for agriculture as well as potential energy and kinetic energy for electricity generation. Sindupraja Primary / Primary Channels, which are the main canals serving irrigated areas covering 87,803 ha spread across Cirebon Regency and Indramayu Regency, with a water discharge of 10.3 m3 / sec and good discharge capacity and the large dimensions of the channel make it more optimal not to use only as a provider of irigas for agriculture but also as a potential and kinetic energy source for electricity generation. The purpose of this study was to determine the water resources in terms of hydraulics contained in irrigation channels, especially the Sindupraja Main Canal, which can be optimized as a source of kinetic energy. The purpose of irrigation is the use of water that is comprehensive and supports agricultural productivity in order to increase agricultural production, besides optimizing the management of irrigation water resources because there is stored energy namely potential energy (in falling water) and kinetic energy (in running water), where This energy can be used as the main medium to drive turbines and generators as a source of electrical energy. The amount of potential and kinetic energy produced from these water resources depends on the amount of water debit available, the speed of flowing water flow, and the consistency of water discharge in a certain size. Utilizing the potential of water resources contained in irrigation canals, water energy can be used as a source of MHP where kinetic energy contained in the flow of water in irrigation canals is used as a driver of waterwheels, where the waterwheel is used as a medium or means to convert water energy into energy mechanical form of torque on the wheel shaft to produce electrical energy. the amount of power produced depends on the water flow and speed of the water flow.

Direct election of regional heads allows prospective regional heads to compete directly to become regional heads in local government. The regional government has implemented local democracy if the regional government has held regional head elections. Regional heads can stop or be dismissed according to the provisions of the laws and regulations concerning the Regional Government. Dismissal of regional heads between 2014-2021 in West Java Province, including in the areas of Karawang Regency, Bogor Regency, Sumedang Regency, Cimahi City, Bekasi Regency, Cianjur Regency, Subang Regency, West Bandung Regency, Cirebon Regency and Indramayu Regency which were caused because these regional heads were proven in court to have committed criminal acts of corruption, and some have even been, and are currently carrying out sentences. This study aims to find out the implementation of the dismissal of regional heads in the province of West Java. West Java Province, during seven years, there have been eleven dismissals. Dismissal of regional heads between 2014-2021 in West Java Province in the local government system in Indonesia is still guided by applicable laws and regulations; the dismissal or impeachment of regional heads who are entangled in corruption crimes, then the regional head is temporarily dismissed without having to go through a proposal from DPRD if charged with committing a crime of corruption. The dismissal of the regional head is carried out by the Minister for the regent or mayor; if the regional head is proven to have committed a crime of corruption which, based on a court decision, has permanent legal force, then the regional head can be dismissed without having to obtain a proposal from the DPRD. The Minister for regents and mayors then carried out the dismissal. The dismissal of the regional head who violates the oath/pledge of office should be accelerated in the process of dismissing the decision, and a state institution should be formed in the region that explicitly handles the process of dismissing the regional head so that it does not take too long, and reflects more direct democracy than procedural democracy.
