Management of Invasive Alien Plant Species through the National Commitments and Context-Specific Action
This paper highlights Nepal's vulnerability to invasive alien plant species (IAPS), which threaten ecosystems, biodiversity, and local livelihoods. It emphasizes the urgent need for management strategies aligned with national commitments to curb the widespread spread impacting land, water, and public health.
Invasive Alien Plant Species (IAPS) are among the most serious and ongoing threats to the natural world, disrupting ecosystems and affecting the livelihoods of communities worldwide.Nepal's rich ecological diversity, direct dependencies of people on natural resources for their survival, and inadequate preparedness make the country highly vulnerable to biological invasions.IAPS are spreading at an alarming rate across Nepal, reaching almost all districts, and encroaching immensely on forests, wetlands, farmlands, and even within protected areas.This invasion is not only an environmental issue but also a challenge to the country's native biodiversity and threatens the economic stability of local communities who rely on healthy natural systems for agriculture, water, atmosphere, medicine, and income.As it has extensively invaded land, water, and even the atmosphere -disrupting food production, ecosystem services, and public health -it may pose even national security threats in the coming decades if its invasion continues unchecked.

Invasive species are a huge concern to environmental management across the world because they threaten ecosystems, habitats, and species biodiversity, with largely permanent consequences. This study investigates the aspects of community capital and community resilience for the management of Invasive Alien Plant Species (IAPS) under importance-performance analysis in communities surrounding Nyika National Park (Mhuju and Ntchenachena) in Malawi. The study used the binary logistic regression model to determine the locals’ management and adaptation behaviours to IAPS. The findings show that although both IAPS management and adaptation were considered highly important, their performance was only rated at a low level, indicating a significant gap between the importance of eight management and adaptation behaviours for IAPS and their actual performance. The results also show that IAPS management strategies such as ‘’promoting community awareness of common IAPS and their impacts on livelihood” and “incorporating IAPS issues into the school curriculum” are useful in nurturing the locals’ management behaviour. Furthermore, we have identified the following characteristics as having a significant influence on the locals’ participation in IAPS impact reduction and adaptation: (1) age, (2) residential area, (3) understanding the IAPS impacts, (4) membership of farmers’ club or Village Natural Resource Management Committee (VNRMC), and (5) discussion of IAPS in farmer club or VNRMC. These findings provide empirical evidence to policy makers for an effective IAPS management strategy.

Assessing the impacts of biological invasions on ecosystems particularly those driven by environmental change, including those caused by invasive plant species, is critical. However, little is known about local perspectives on invasive alien plant species, particularly in Tanzania’s lake zones. This study examined community perceptions of ecosystem services (ES) and ecosystem disservices (EDS) associated with five invasive alien plant species: Eichhornia crassipes, Lantana camara, Chromolaena odorata, Argemone mexicana, and Ipomoea hildebrandtii and the management options used by communities across four villages in the Mara and Simiyu regions. Data were collected through household surveys (n = 120), focus group discussions (n = 3), and key informant interviews (n = 11). Quantitative data were analysed using descriptive statistics and binomial logistic regression, while qualitative data were analysed thematically. Overall, respondents reported ecosystem disservices more frequently than services. While some benefits were identified, including livestock fodder, medicinal use, and fuel, negative impacts dominated local perceptions. The most commonly reported disservices included increased management costs, reduced plant diversity, or disrupted biodiversity loss. Logistic regression results showed that education level and village location significantly influenced perceptions of both ES and EDS, whereas age and gender did not. Among the species studied, E. crassipes was perceived as the most difficult and costly to manage, and control efforts for both E. crassipes and L. camara were widely considered ineffective. These findings highlight the importance of incorporating local knowledge and socio-demographic factors into invasive species management. Context-specific, community-based, and species-specific strategies are needed to improve the effectiveness and sustainability of invasive alien plant species management in the Lake Victoria basin.

The spread of invasive alien species in Gunung Gede Pangrango National Park is considered causes disturbance and damage threats to ecosystems, habitats, and native plant species. There are three invasive alien plant species spread in Bodogol area, a part of Gunung Gede Pangrango National Park, namely Maesopsis eminii, Calliandra calothyrsus, and Austroeupatorium inulifolium. Two out of these three species, i.e Maesopsis eminii and Calliandra calothyrsus are well known as useful plants and have a high Index Cultural Significance (ICS). In 2019 a study was conducted to quantify the perception of the community in Bodogol towards Maesopsis eminii and Calliandra calothyrsus utilization. Data were collected through interview and filling out questionnaire by 42 respondents using tri-stimulus amar framework. The results of the study obtained total value of quantifying the perception is 2.24 out of 4.00 in Likert’s scale. The value shown that community in Bodogol had positive perception towards these invasive alien plant species. The factors that affected community perceptions are the level of knowledge about invasive species and the benefits of the species. Therefore, this study is important as input for decisions in determining appropriate management of invasive species in Gunung Gede Pangrango National Park area.

Invasive process of alien species is affected by not only the invaded habitats, but also the surrounding landscape matrix. Understanding the effects of landscape matrix on alien species is of great significance for controlling invasive alien species. We surveyed plant communities along the water-level fluctuating zone (WLFZ) of the Three Gorges Reservoir. Invasive status of alien plant species was evaluated. Totally 10 spatial scales of the surrounding landscape matrix in the scope of 2000 m (including WLFZ) were classified, and 14 landscape indices were applied to analyze the landscape matrix composition and configuration. Using the principal component analysis and correlation analysis, the effects of landscape matrix on the alien invasive plant species and associated scale effect were tested. Results showed that a total of 42 alien invasive plant species were found in the WLFZ, belonging to 17 families and 36 genera. Fuling was a dividing place to differentiate invasive species distribution. The number of the alien invasive species between Fuling and the Three Gorges Dam was found more than that between Fuling and Jiangjin. For the all scales (within 2000 m). The higher the landscape matrix fragmentation was, the more difficult the alien species invading. The higher landscape connectivity was, the easier the alien species invading. The effects of landscape matrix composition and configuration on the invasive plant diversity at large scales (1200-2000 m) was more significant than those at small scales (200-1000 m), in which landscape matrix composition and configuration at 1200-1400 m showed the strongest effect, demonstrating a significant spatial scale effect. Different invasive plant species showed the scale effects of landscape matrix composition and configuration. At all scales, Xanthium strumarium and Bidens frondosa showed weak correlations with landscape indices, but Bidens tripartita and Erigeron canadensis showed strong correlations. Landscape matrix was closely related to invasive plant species, and demonstrated a significant scale effect. The alien invasive plant species could be traced to the landscape matrix at large scales. Grassland and forest patches at the small scales could be used as the 'stepping stone' for the alien species transiting before they arrived at the WLFZ. In order to control alien plants in the WLFZ, land-use management and optimization should be strengthened at different scales of landscape matrix on the basis of enhancement of habitat management. A diversified comprehensive control for alien species should thus be taken into account.

Biological invasions are one of the main drivers of modern human-induced species losses. Research on the distribution of alien species and their pathways of introduction is essential for understanding and tackling the invasion process. A comprehensive overview on invasive alien plant (IAP) species in Romania is lacking. With this paper, we aim to contribute to filling this gap and to provide a visualization of national patterns regarding plant species invasions, geographical origins and pathways of introductions. Based on plant species occurrence records in the published literature and herbaria we compiled a national database of 102 invasive and potentially invasive alien plant species. We georeferenced 42776 IAP species occurrences and performed an analysis of their spatial patterns. The spatial analyses revealed a biased sampling, with clear hotspots of increased sampling efforts around urban areas. We used chord diagrams to visualize the pathway of introduction and geographical origins of the IAP species, which revealed that species in Romania originate mainly in North and Central America, while the dominant pathway of plant introduction was horticulture. Our results provide an important baseline in drafting management and action plans, as invasive alien plant species represent a priority for the European Union through the Biodiversity Strategy for 2030, and a good starting point for various analyses as the database is further developed and regularly updated.

The interplay between invasive alien plant species and various environmental change factors can lead to unpredictable ecosystem impacts. Existing research predominantly examines isolated or specific environmental factors, leaving the effects of complex, multifaceted environmental changes on the growth of both invasive alien and native plant species inadequately explored. Here, we investigated the biomass responses of ten confamilial pairs of invasive and native species to six individual and combined environmental change factors. Our results revealed a significant reduction in biomass for both invasive and native species as the number of environmental change factors increased, with invasive species demonstrating heightened sensitivity. Notably, drought and salinity exhibited particularly severe negative effects across different environmental combinations, highlighting their critical role in driving these effects. Our findings underscore the importance of understanding and predicting how intensified environmental changes impact plant invasions and overall ecosystem stability.

Extent of plant invasions has been expected to be low in protected areas such as national parks due to low anthropogenic activities and high wilderness. However, recent researches across the world have revealed that plant invasions can be severe in the national parks with negative impacts on the protected species and ecosystems. Unfortunately, the status of plant invasions in the national parks of Nepal is mostly unknown. In this study, we sampled at seven locations inside the Parsa National Park (PNP) to document diversity and abundance of invasive alien plant species (IAPS) and their impacts on tree regeneration. Altogether, 130 quadrats of 10 m × 10 m were sampled. We recorded 14 IAPS in the PNP. Three of the IAPS (Chromolana odorata, Lantana camara and Mikania micrantha) were among the 100 of the world’s worst invasive alien species. C. odorata was found to be the most frequent IAPS with the highest cover. The frequency and cover of the IAPS were higher at the sites close to the settlements than at the sites away from the settlements. The species richness of the IAPS was also higher at the sites closer to the settlements than away. The sapling density of the tree species was found to have declined with the increasing cover of the IAPS suggesting that the IAPS had negatively affected tree regeneration. Our data revealed that the PNP has already witnessed massive plant invasions with widespread occurrence of three of the world’s worst invasive species. Therefore, it is high time to integrate management of invasive alien species in the management plan of the park.

The theoretical underpinnings of the assessment of invasive alien species impacts need to be improved. At present most approaches are unreliable to quantify impact at regional scales and do not allow for comparison of different invasive species. There are four basic problems that need to be addressed: (1) Some impacted ecosystem traits are spatially not additive; (2) invader effects may increase non-linearly with abundance or there may be effect thresholds impairing estimates of linear impact models; (3) the abundance and impact of alien species will often co-vary with environmental variation; and (4) the total invaded range is an inappropriate measure for quantifying regional impact because the habitat area available for invasion can vary markedly among invasive species. Mathematical models and empirical data using an invasive alien plant species (Heracleum mantegazzianum) indicate that ignoring these issues leads to impact estimates almost an order of magnitude from the real values. Thus, we propose a habitat-sensitive formula for regional impact assessment that is unaffected by non-linearity. Furthermore, we make some statistical suggestions on how to assess invader effects properly and we discuss the quantification of the invaded range. These improvements are crucial for impact assessment with the overall aim of prioritizing management of invasive species.

It is widely suggested that climate warming will increase the impact of biological invasions, yet, to date studies on the combined effect of these two global changes are scarce. Here, we study how climate warming and associated soil drought affect the competition between native and invasive alien plant species. Three highly invasive alien plant species in West Europe, each with a native competitor, were grown either together or in isolation at ambient and at elevated air temperature (+3 °C) in climate-controlled chambers. Equal amounts of water were added to all communities. Soil drought observed in the heated chambers did not induce severe stress in the plants. In two species pairs, Fallopia japonica (Houtt.)–Cirsium arvense (L.) Scop. and Solidago gigantea Ait.–Epilobium hirsutum L. (alien invasive–native), the native species dominated in mixture, while the alien invasive species dominated in the third pair Senecio inaequidens DC.–Plantago lanceolata L. Warming did not modify the competitive balance in any of these pairs, in spite of enhancing the aboveground biomass of S. inaequidens and P. lanceolata and the greater photosynthetic rates in S. inaequidens. The results of this study cannot be extrapolated to all invasive or exotic species but may represent the possible future of three principle invaders and some of their key native counterparts. Future experiments are needed to identify response patterns of alien plants to climate warming more in general.

Native species are plants and animals that continually occupy a natural range without direct or indirect introduction and/or care by humans. They are adapted to the environmental conditions and processes of the ecosystem in which they reside. A species introduced into a novel ecosystem can either exploit that ecosystem and thrive or be unable to survive in that ecosystem (Hobbs et al. 2006). Alien or non-native species are species that are intentionally or accidentally introduced into a novel ecosystem and are capable of living and propagating within the physical parameters of that ecosystem. Invasive species is a species that is non-native (or alien) to the ecosystem under consideration and a noxious species are those whose introduction causes or is likely to cause economic or environmental harm. The term invasive species is applicable to plants and animals alike; however, this invasive species management plan currently focuses on invasive vegetation. Invasive plant species are usually capable of rapid colonization of disturbed ground, such as after a change in wildfire regime intensity and frequency (Reilly et al. 2020) or anthropogenic ground disturbance (Burke and Grime 1996; Hobbs and Huenneke 1992). Climate change facilitates the spread and establishment of many alien species and creates new opportunities for them to become invasive (Turbelin and Catford 2021). As climate change impacts increase in the coming decades, we may see in an increase in invasive species establishment. See a list of definitions of terms pertinent to this document in Appendix A: Definitions. Los Alamos National Laboratory (LANL) hosts populations of non-native and invasive species all typical of the northern New Mexico region (Martin 2004; NMDA 2020). By implementing an invasive species management plan, LANL will have readily accessible management strategies for invasive species that are found on-site. The benefits of managing invasive species include a decrease in wildland fire risks, an increase in soil productivity, an increase in (productive or beneficial) wildlife habitat, an increase in water quantity and quality, and the restoration of impacted areas (Burke and Grime 1996; Hobbs and Huenneke 1992; D’Antonio and Hobbie 2005; MacDougall et al. 2013; Reilly et al. 2020). The aforementioned benefits from invasive species management directly enable the LANL mission by ensuring compliance requirements are met and site-wide programs, such as the Vulnerability Assessment and Resilience Plan, are supported for a mutually beneficial outcome. An example for the LANL site specifically, controlling non-native annual plant species, for example, could reduce the costs associated with stabilizing soils during the stormwater pollution prevention compliance process. Roadway and utility right-of-way areas are another place where an integrated vegetation management strategy would promote low growing perennial plants in a way that is mutually beneficial to habitat and the institution through lowered maintenance costs. There is also an economic benefit to managing invasive species. In one nationwide study, invasive plants had an estimated impact cost of $190.45 billion (Fantel-Lepczyk et al. 2022). Investing in preventative measures and surveillance could help to offset future control and management costs of invasive species that have the potential to become established. The State of New Mexico has developed plant species lists and recommendations through the New Mexico Department of Agriculture’s Noxious Weeds Management Act, Article 7D (NM Statute § 76-7D-4 2021); however, effective invasive species management must rely on local knowledge of the site and region. Los Alamos County (LAC) has already compiled a target invasive plant species list and species-specific management objectives (Martin 2004). Therefore, the New Mexico Noxious Weed List and the LAC invasive plant species list, as well as management objectives from those documents, are integrated into LANL’s invasive plant species management plan.

Due to the relevance of protected areas to the conservation of native biota, the magnitude of invasions and threats posed by alien plants are currently important issues for the preservation of these areas. The paper summarises data on invasive alien plant species presence in the most valuable protected areas in Poland, i.e. national parks (NPs). We investigated the distribution of invasive alien plant species and management attempts concerning those species. We analysed data obtained from 23 national parks originating from published and unpublished sources. Invasive plants were present in all protected areas analysed, from two to 42 species in a particular national park, and 68 in total. The most widely distributed species were: Impatiens parviflora (present in 19 NPs), I. glandulifera (17), Solidago gigantea (17), Reynoutria japonica (17), and Robinia pseudoacacia (16). The conducted analyses showed that the number of invasive species decreased with the higher altitude (asl) of the national park. The most often managed species were Impatiens glandulifera (being removed in seven NPs), I. parviflora (six), Padus serotina (four) and Quercus rubra (four). In the majority of NPs, control activities are limited to small areas and singular species, thus having an incidental character. Only in five objects (Białowieża NP, Biebrza NP, Kampinos NP, Tuchola NP, Wigry NP), management has been focused on several species. We conclude that a lack of comprehensive management of invasive plant species in the majority of national parks currently limits the effectiveness of IAS (invasive alien species) eradication. Exchange of expertise among protected areas, documenting best practice examples, synthesising lessons learnt in IAS management, as well as the development of minimum standards for invasive plants surveillance and management are pivotal.

Biological invasions are seen as a major threat to biodiversity at a global level, while the number of new invasions is increasing at an alarming rate. Raising the awareness of the public, academic world and policy makers about the dangers caused by invasive species, is essential for the creation of the support needed to implement and coordinate the policies necessary to address this problem. The aim of this study is to determine the level of local public awareness of the existence of these plant species, examine the public attitude towards alien invasive plant species and willingness to get involved in the prevention of their spreading. The survey was conducted in four nurseries on the territory of the City of Belgrade and the investigation dealt only with alien invasive woody plant species. Thirty customers were questioned in each of the four nurseries. The results show that local public is uninformed on the issue of invasive plant species. It is necessary to constantly and intensively raise their awareness of this issue, as well as the awareness of harmful consequences that may occur due to the uncontrolled spreading of alien invasive species. This refers not only to the population that visits the nurseries and buys the plants there and to those employed in plant production and selling, but also to the whole local public and decision makers.
