Abstract

Amidst a plenty of debate and diversity of views on the economic future of HKSAR, the IT-related transfarmation at Hong Kong continues to advance without much public debate and systematic scholarly analysis. While the Government has clearly announced strategic directions that call for innovative IT development and applications, major efforts still need to be devoted to the mid-level (tactical and technical) levels of planning and execution of the right kinds of IT R&D and applications development. Without such efforts, crucial linkages between IT development and economic growth could be negiected, with on increased risk of Hong Kong becoming primarily on IT-consumers society without adequate gains in terms of value-added business sectors and economic progress.
