Abstract

The administrative issues involved in maintaining hope and quality while managing resource reductions that were addressed in this discussion do not constitute a complete list for leaders of human service agencies. The importance of each issue or any factor will of course vary with the organization. Attempting to guide and manage an organization through a time of lowered morale, lowered resources, and backlash attitudes—toward both the providers and the people served—does not give an administrator much pleasurable anticipation, and little comfort can be taken from the notion of just temporary setbacks. The task of changing leadership and organizational behavior to respond to a critical set of circumstances in the present is also coupled with the need to take action to influence and produce a hopeful future. These issues represent some of the major activities and processes requiring those behavior changes and also include potential opportunities to construct a more productive and secure future.
