Abstract

The Bourbon reformers have been criticized since the 1980s for their purely financial aims. It seems to be a common assumption that the reform projects were not intended to develop the economy in Spain and Hispanic America, but to enhance more income for the Spanish Crown. One of the fundamental documents for this interpretation was the Reglamento de Comercio Libre (1778) which was influenced by the writings of Ortiz de Landazuri. This articles describes the plans of Ortiz de Landazuri.
