Abstract
Events such as those surrounding the horrific actions of an assistant football coach at Pennsylvania State University (Penn State) are hard to fathom at first. One cannot imagine how the repeated abuses of multiple vulnerable children over more than a decade could continue without someone doing something to stop them, yet that is what seems to have occurred at Penn State. The released evidence from pending criminal trials points to a conspiracy of silence among top university officials who, at best, took trivial steps to stop the perpetrator.
