The difficulties encountered by Norwegian shipping during the 1970s and 1980s have been analysed usually as the consequences of the world maritime crisis and the differences in costs between many kinds of merchant fleets. In the same way, the overtuning after 1987 was a result of a deep modification of Norwegian costs (N.I.S.) and the improvement in the world situation. This analysis is correct, but must also include the effects of shipowners' investments in the offshore Norwegian economy. In fact, there is considerable oscillation between tanker shipping and the offshore operators, with many resultant effects on ports, shipbuilding and shipping services.
