Abstract

The article is devoted to the specifics of the legal regulation of the scientific sphere in Russia and the United States, features of legal regulation, the key problems. The academic relevance of the work is determined by the priority of the scientific sphere in the context of global competition and the strategic importance of its high-quality legal regulation. The methodological basis of the study embraces comparative legal and formal legal methods. The authors carry out a critical analysis of regulatory legal acts devoted to the regulation of the scientific sphere in Russia and the United States, identify the levels of legal regulation, note the features and specific features of legal regulation, identify the similarities and differences in approaches to legal regulation, analyze the history and development of science as a social institution in both states, the origins of the common problems of the unsystematic character of legal regulation in both countries.
