This study examines the legal challenges associated with regulating social media campaigns in the context of the 2024 Indonesian general election. With the increasingly massive use of social media in politics, there are legal issues that arise related to political campaigns on these platforms. This study considers challenges such as the spread of false information (hoaxes), attempts to bring down political opponents through detrimental content, and unclear regulations related to social media campaigns. The research method used is a normative analysis focused on existing legislation and a descriptive approach to understand the development and impact of social media campaign practices. The results of this study are expected to provide insight into the legal issues that arise in political campaigns on social media, as well as provide a basis for the preparation of more effective regulations in addressing these challenges in the 2024 election. Laws that can be used to face these legal challenges include Law Number 7 of 2017 concerning Elections and Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Information and Electronic Transactions (UU ITE). The provisions in these laws serve as the legal basis for regulating the implementation of campaigns on social media and responding to legal challenges that may arise in the context of the 2024 Election.

The misuse of social media in Indonesia has become an increasingly concerning issue, particularly among teenagers and university students who lack awareness of the legal consequences of digital activities. Students at Universitas Teknologi Mataram (UTM), as active social media users, are vulnerable to committing violations, whether consciously or unconsciously, due to limited understanding of the Information and Electronic Transactions Law (UU ITE). To address this, digital law literacy is necessary to help students become more aware of existing legal boundaries and to encourage them to use social media as a positive tool for self-development and academic purposes. This community service program was designed to provide digital law education as a preventive measure against social media misuse among students. The methods employed included interactive socialization through lectures, discussions, case studies, and the distribution of legal literacy materials such as leaflets and infographics. The results showed an improvement in students’ understanding of the importance of ethics, legal compliance, and the risks of digital misconduct, including hate speech, hoax dissemination, and other online violations. The program also introduced the latest provisions of Law No. 1 of 2024 concerning the amendment of Law No. 11 of 2008 on Information and Electronic Transactions (UU ITE). Overall, this activity highlights the importance of continuous digital law education to encourage UTM students to be wiser, more critical, and responsible in their use of social media.

Intersections of Citizen Journalism, Social Media Watchdogism, and Citizen Surveillance of the State and Political Elites in Zimbabwe's 2023 Elections
  • Mar 28, 2025
  • African Studies Quarterly
  • Albert Chibuwe

The August 2023 elections in Zimbabwe, just like the previous 2013 and 2018 elections, were characterized by extensive use of social media for political journalism purposes. Specifically, Twitter, WhatsApp, and YouTube have been widely used by citizens to report party presidential and parliamentary candidates’ election campaigns. The ruling Zimbabwe African National Union-Patriotic Front (ZANU-PF) and opposition Citizens Coalition for Change (CCC) parties and their presidential and parliamentary candidates’ campaign reportage are the main focus here. Whereas there is much scholarship on political journalism, social media and political communication, and social media and citizen journalism in Zimbabwe, there is a dearth of scholarship that theorizes the intersections of citizen journalism, the watchdog role of social media and citizens’ use of social media to conduct surveillance on the state, political candidates and/or political elites in electoral contexts. The current article thus seeks to fill that void by deploying the concepts of citizen journalism, (social) media watchdogism and (citizen) surveillance to interrogate how citizens utilized social media as a journalistic tool in the run up and aftermath of the 2023 electoral campaign. Data was gathered through archival research and virtual ethnography whilst findings were analyzed through thematic analysis.
