Abstract
It is highlighted that the legal system of the European Union, due to its characteristics and principles of relationship with the laws of the member states, has powerfully helped to chan-nel, if not completely resolve, two pending issues in Spanish public law: the patrimonial res-ponsibility of the legislative power and the run away of administrative law.
