La extracción de litio en el contexto de la transición energética: Relaciones y espacios de negociación entre las comunidades atacameñas y las empresas mineras en el salar de Atacama, norte de Chile
ABSTRACT Lithium in the Salar de Atacama was discovered in 1962, and since then it has become one of the world's most important deposits. Although promoted as an ecological mineral due to its use in batteries, its extraction entails high water consumption within a desert ecosystem historically inhabited by the Atacameño people. This article analyzes the current state of lithium mining in the context of the energy transition, with special attention to the negotiations that take place within a system of interethnic relations among indigenous communities, mining companies, and a state agency that manages mineral resources. Furthermore, it examines the context, strategies, contradictions, and socio‐environmental inequalities emerging in the territory as a result of the expansion of lithium mining within a framework of green extractivism.

Purpose Lithium is critical to the clean energy transition, specifically for lithium-ion batteries in electric vehicles and grid-level energy storage. Chile is a major source of lithium hydroxide and lithium carbonate from brine. The main production facilities are in the Salar de Atacama (SdA), a hyper-arid region home to indigenous communities. A social life cycle assessment (S-LCA) was conducted to better understand the potential impacts of lithium mining on these communities, particularly in relation to water consumption as this is a concern within the region. Methods A cradle-to-gate S-LCA on lithium was performed from brine extraction to the gate of the chemical plant. A hotspot analysis using the Social Hotspots Database (SHDB), in combination with literature and local discussions, was used to prioritize stakeholder groups and subcategories for data collection. Local community, Worker, and Society were selected as stakeholder groups. Subcategories for the Local community included Access to material resources (with a focus on freshwater), Cultural heritage, Respect of indigenous rights, Community engagement, and Local employment. Data sources included primary data from a mining company and interviews with the local community during a site visit. The reference scale approach was applied using Chilean laws and international best practices. Results and discussion Two scoring approaches yielded different scores on the reference scale. With an average scoring approach, all subcategories were at compliance level or above for all stakeholders. The mining company has many projects and initiatives ongoing to improve the wellbeing of the local community. Policies and projects lead to higher scores when applying the average scoring approach. However, with a precautionary approach, where the worst performing indicator determines the score, four subcategories were identified as potential issues for the Local community: Access to material resources — freshwater, Access to material resources — agriculture, Delocalization and migration, and Respect of indigenous rights. For Access to material resources — freshwater, local community members had varying perspectives on freshwater scarcity, but some connected it to lithium mining and also described the cultural importance of water. Conclusions The results of this S-LCA can be used to better understand the potential social impacts from lithium production and how they can be improved. Recommendations are provided to address the potential social impacts of lithium mining in the SdA, including continuing increased communication and projects with the communities, fostering initiatives to improve the understanding of the lithium production process, and considering that community members have equal access to benefit from projects.

Based on intensive and long-term field research and document reviews, this article compares the historic evolution of lithium mining in Chile and Argentina. We highlight national development discourses and government regulatory frameworks in both countries. We illustrate and assess the diverse perceptions and strategies of local actors. Finally, we discuss the socio-spatial materialization of lithium mining in terms of power relations, ecology, and economy. Using perspectives from political ecology brings to light different power relations between the state, mining companies, and indigenous communities in Chile and Argentina. These power asymmetries have an enduring influence on local actors' possibilities for taking action.

ABSTRACTWhile acknowledging advances in legal recognition of Indigenous rights, much of the research literature positions negotiated agreements between Indigenous peoples and corporations simply as ‘neoliberal technology’ that gives the appearance of Indigenous consent while allowing exploitation to continue. This analysis is flawed in considering agreements as discrete, stand‐alone phenomena. It ignores the possibility that Indigenous peoples may use agreements as part of broader strategies to achieve control over extractive industry activity and to secure a share of ‘development’ benefits — strategies that involve selective engagement with the state. This article supports its argument by locating an agreement between the Chilean lithium mining company, Albemarle, and the Council of Atacameño Peoples within a broad and sustained strategy by Atacameño people to address the negative impacts of mining in the Salar de Atacama, Chile, while securing its economic benefits. This strategy includes using the agreement to voice Atacameño territorial claims and environmental concerns to the state, and to insist that the state lives up to its responsibilities. The analysis leads to a fuller appreciation of the agency exercised by Indigenous peoples in dealing with the sustained expansion of extractive activity on their territories, and a more nuanced understanding of negotiated agreements between Indigenous peoples and mining corporations and between Indigenous people and the state.

The advance of electromobility has boosted global demand and interest in lithium. The consequent expansion of lithium mining puts the sustainability of Chile's Andean salt flats at risk. In these unique ecosystems, lithium is abstracted from mineralized groundwaters, referred to also as brines. This article analyses the legal treatment of brines and its implications in assessing the socioecological impacts of lithium mining projects. For our analysis, we draw from scholarship at the intersection between hydrosocial research and critical legal geography. Methodologically, our study is based on interviews and the analysis of legal texts and judicial and administrative claims, including the environmental impact assessment studies of the three single lithium mining projects approved in the country. We show that the interpretation of brines as mining resources supported by mining companies and endorsed by environmental State agencies is based on a legal loophole. We document how such interpretation is operationalized and contested in the environmental impact assessments of three mining projects and other instances. We explore how the same legal loophole could lead to alternative interpretations and relatedly regulatory proposals and discuss their implication for the assessment of socioecological impacts of mining projects. These include first an understanding of brines as hybrids minerals/waters put forward in a recent report commissioned by State agencies, and second an interpretation of brines as a type of water. The latter is in line with the position of some indigenous groups and academics. We conclude with reflections on the implications of our analysis for lithium mining in Chile and beyond.

Through the case study of the Salar de Atacama, Chile, this work explores how environmental protection can go beyond conservation to become an opportunity and tool to resize the scale and presence of the extractive practices on the land. The study proposes to define a model of ‘protection’ for this region that transcend the anthropocentric models of environmental protection born in the Western world. It designs the political space and a series of protocols that allow the shift from protection to environmental care, which is inclusive of ways of living of the indigenous population, expanded cross species kinship and extra human living beings united in life around the Salar de Atacama.

This study investigates water consumption in two areas with limited water resources—the Salar de Atacama and Salar de Atacama-Vertiente Pacifico basins in Chile’s Antofagasta Region—with the aim of developing strategies that incorporate social and environmental aspects into water management. A qualitative approach was employed that involved a focus group with twelve water management representatives and surveys of the general population (468 responses). Additionally, the current state of water rights in the two basins was examined and the feasibility of the proposed strategies was assessed. The findings reveal that the mining industry’s development approach is mostly viewed as negative, mainly due to inadequate community engagement, confidential consumption data, and limited government oversight. The quantitative findings indicate that 53.8% of respondents see the main obstacle as the lack of a solution satisfying both parties. Additionally, 35.3%, 24.4%, and 22.4% believe transparency, objective information provision, and detailed resource usage disclosure by mining companies would help. Adopting a comprehensive water stewardship approach that considers social and environmental factors would enable a novel contribution to a more effective and sustainable water resource management system in northern Chile, mitigating communities’ negative perceptions of the industry and facilitating the integration of communities and involved agents. Therefore, improved management and transparent collaboration among stakeholders are essential for responsible water resource use in mining.

This paper studies the connections between the expansion of mining capital, speculative forms of land grabbing and agrarian transformation. It is argued that in periods of commodity boom, the landowning rural elite benefits from mining through speculative land deals with mining companies. They act as ‘land brokers’ for the mining firms, helping them to overcome a significant barrier to land accumulation through the de facto abolition of landed property. The analysis is based on a qualitative case study on the expansion of coal mining in central Cesar in northern Colombia. To develop my arguments, I refer to the concept of accumulation by dispossession as defined by Michael Levien, and historical materialist approaches on rent, and speculative land dispossession. In addition, I use concepts developed for studying coercive land grabbing and agrarian elite participation in armed conflicts to analyse the mechanisms applied to (coercively) acquire rights to land. It is concluded that with high global prices for minerals, metals and fossil fuels, the expansion of mining in the countryside fosters a process of agrarian change through land speculation that is articulated in a reconcentration of landed property, a re‐strengthening of the rural landowning elite and the dissolution of peasant agriculture.

Mining companies in Australia are increasingly required to interact with Indigenous groups as stakeholders following Native Title legislation in the early 1990s. A study of five mining companies in Australia reveals that they now undertake a range of programs involving Indigenous communities, to assist with access to land, and to enhance their public profile. However, most of these initiatives emanate from carefully quarantined sections of mining companies. Drawing upon cross-cultural and diversity research in particular, this paper contends that only initiatives that strive towards power sharing with Indigenous groups and strategies for broadening the organizational interface with Indigenous groups, will contribute to more ethical practices in mining and other companies.

The capital and mining that has been in the Antofagasta region since the late 19th century brought profound social and environmental transformation. The deep-rooted process finds continuity and expansion in today’s lithium mining of the Atacama salt flats (Salar de Atacama). The ethnic dimension of collective action in this territory since the 1990s has redefined intercultural relations. In the second decade of this century, mining companies and Atacameño organizations agreed to direct money transfers as compensation for the negative impacts of mining operations, especially on the water balance. The communities’ negotiation and territorial management strategies have raised strong questioning within and among Atacameño organizations, shifting the traditional communities vs. companies conflict to within the indigenous organizations. This article describes this new stage of Atacameño organization and mobilization.

The ‘Green economy’, a central plank of the sustainable development political and economic international agenda, relies on industrial extraction of water, minerals and other earths to produce ‘green energy’ to feed capitalist growth. The term Green extractivism describes a global problem that we examine through the case of lithium extraction in the territory of Atacameño-Likanantay (Indigenous) peoples in the Salar de Atacama, Chile. Green extractivism is a multiscalar logic and practice justified in international sustainable development policies, responding to the demands of capital, modifying international and national legal and political instruments, and permeating social, ecological and political realities in the territories of extraction. Green extractivism has many consistencies with the asymmetries of power and economic dependency that characterises the history of extractivism in Chile and Latin America. As such, Green extractivism provides a new logic to sustain consistencies in transnational capitalism. This paper traces national political and legal histories of lithium from the mid-twentieth century, demonstrating the long extractivist relationship between the state and the lithium companies that operate in the Salar de Atacama. We consider, in particular, the dynamics of Atacameño-Likanantay peoples’ participation in and refusals of industry and state processes, which trouble extractivist logics.

Lithium mining has engaged in different types of relations with Indigenous communities since arriving in the Salar de Atacama between the 1980s and 1990s. One such relations strategy, Corporate Social Responsibility (CSR), was deployed in several regions worldwide in the 1990s as a joint effort by the mining industry to improve its image and focus on the episteme of ‘sustainable mining.’ This research looks at Ayllu Wine and the Toconao Harvest Festival, organized by the winemakers’ cooperative and SQM, to analyze CSR in relation to the concepts of extractivism and ritual. On the basis of qualitative research using ethnographies, interviews, press archive reviews and secondary sources, this paper concludes that, in the midst of the current lithium boom, the Harvest Festival is, in spatial and temporal terms, a SQM governability strategy that produces tension in the community. Behind the festivity, discourse and iconography of ‘responsible mining’ lies booming extractivist production.

Interdependencies of lithium mining and communities sustainability in Salar de Atacama, Chile
