Abstract

The sustainable development means nothing if it doesn’t interest in anarchical urban development, poverty, unemployment, and all expression of exclusion. In order to intervene in this debate, our article analyses social and urban mechanisms which are at the origin of the development of «Faubourgs spontapés» around Oran (West of Algeria). From the practices of the «lotisseur clandestin », as a, new actor of the urban organization, we will emphasize the emergence of a new System of popular housing development in the third word countries. Organised from compljex forpis pf fraudulent appropriation of state lands, the suburbs of Oran see the emergence of real urban cores (10 to 20 000 inhabitants), without any structure and equipments, with a housing conception destined to the excluded, which means mediocrity, instability and mercantilism.
